Tony Lee
From: Steve Banks
Sent: Monday, May 20, 2019 4:34 PM
To: Tony Lee
Cc: Ted de Budden
Subject: Notes of meeting
Hi Tony,
Just to recap our meeting about the inspection of2523 Chestnut. You called me into the meeting with Mr. and Mrs.
Booth and their realtor Laura Forest. The meeting was about the corrections I wrote. The 2 ladies were very agitated and
talked over each other both asking me different questions and making statements when you stopped them and asked
them to please one at a time ask me one question at a time and allow me to answer. They both continued talking over
one another making comments and asking questions that did not seem realistic or pertinent to what was written, such,
as so you are asking us to rewire the whole house. To which I replied that the documents provided them said nothing of
the sort. It was also brought up that you were not letting them sell the house. To which you replied that we did not say
that they could not sell the house and were not stopping them at all. There did not seem to be a wanting to remedy the
situation only get me to recant the corrections and berate us.You and I both tried to get to the remedy and Mr. Booth
started asking questions as to what needed to be done as he seemed to understand this was about safety that we were
not trying to stop the sale of the house. Mrs. Booth asked if another inspection was required. You told her that another
inspection was required and she stated that she did not want"that one" (pointing to me)on my property again, is there
another inspector. You told her that we could have another inspector do the inspection. Mrs. Booth then asked if he
would go looking around there house too.You informed her that he would see what he sees and you do not limit your
inspectors and she then said "in that case I want this one (again pointing to me)to come back to do the inspection. Mr.
Booth and I had almost a side bar as the two ladies kept talking over everyone and I was able to communicate the
electrical corrective actions needed to approve this electrical permit which are;
The dishwasher needs a new dedicated circuit and be AFCI and GFCI protected.
AFCI and tamper-resistant type receptacles for all receptacles that are newly changed out.
GFCI protection for the kitchen counter receptacles and receptacles would have to be added anywhere that new kitchen
counter top had been added.
The bedroom needs a wall switch to turn on the light.
As we went through the items Mrs. Booth got mad and left the meeting. At the end when Laura said that this was not
much of a negotiation and that we did not compromise I believe you finally got through to them that this was not about
them but the safety of the building. The point that if the future owner was in asking the hypothetical question why did
inspector Banks not do his job and bring up the GFCI receptacles before their daughter was electrocuted made a lot of
sense.
I have never been in a meeting with people who have exhibited so little self-control. I am glad you were in the meeting
with me as it was a great help.
Thank you,
Steve Banks
- Electrical Inspector I Permit Services
425.257.8810 13200 Cedar Street, 2nd Floor, Everett,WA 98201
EVERETT everettwa.gov/permits I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
1
