CITY OF EVERETT <br /> EVERETTCommunity, Planning & Economic Development Department <br /> WASHINGTON Planning Division <br /> TO: City Council <br /> FROM: Karen Stewart, Environmental Planner <br /> DATE: June 27, 2019 <br /> SUBJECT: Proposed addition to the Everett Register of Historic Places <br /> An action item on the Council's agenda for July 17th is to consider a unanimous <br /> recommendation from the Everett Historical Commission to add the Swartout House located <br /> in the Riverside Neighborhood at 3609 26th St. to the Everett Register of Historic Places. <br /> 3609 26th St. "Swartout House" Nomination <br /> This nomination was submitted by the property owner and was originally constructed for <br /> the Melvin Swartout family in the early 1890s. Mr. Swartout was president of the Everett <br /> Home building Association and a trustee for the Mitchell Land and Improvement Company. <br /> His family moved into the residence on March 31st, 1892. The home was designed by noted <br /> local architect, Frederick Sexton, and was featured in the Historic Everett 2008 Calendar for <br /> the month of June. This Sexton-designed wood frame home is one of the last surviving <br /> examples of the Queen Ann style in the Riverside neighborhood. <br /> There are several criteria to consider that support adding this historic property to the Everett <br /> Register of Historic Places is found in EMC 2.96.050(A)(2): <br /> 1. Is an outstanding work of a designer, builder or architect who has made a substantial <br /> contribution to the art; <br /> 2. Exemplifies or reflects special elements of the city's cultural, special, economic, <br /> political, aesthetic, engineering or architectural history; <br /> 3.
