Chapter 1 Introduction and Project Summary <br /> In 2018, the City of Everett conducted a survey to learn more about current interest in different <br /> types of shoreline public access. Over ninety surveys were completed with the highest priority <br /> given to providing more walking trails along the shorelines with conveniently located sitting <br /> areas at key points of interest. The second highest priority was to identify shoreline trails and <br /> other public facilities with directional signs and maps. Accordingly, the focus of this update to <br /> the Shoreline Public Access Plan is on improving trail connections wherever feasible. <br /> The goal of a continuous shoreline ped/bike loop will require a step-by-step, incremental <br /> implementation of numerous individual projects, some of which are already completed and <br /> some of which will require several years and significant funding to construct. In addition to <br /> acquiring funding, several critical trail sections are tied to private or Port of Everett development <br /> as well as working with the Burlington Northern Santa Fe Railroad because the trail must cross <br /> over the railroad tracks to reach the water's edge. Specifically, the proposed trail sections at the <br /> north end of the peninsula and in the vicinity of the 1-5 bridge and at Pigeon Creek No. 1 will <br /> require agreements with the railroad as well as costly elevated bridges or undercrossings. <br /> The envisioned trail system will do more than provide recreational resources. It will help connect <br /> Everett's neighborhoods, improve the city's non-motorized transportation network, catalyze new <br /> physical and economic development, promote environmental restoration, activate existing and <br /> future parks, and link the city to its rural surroundings and shoreline areas. This Plan outlines <br /> the trail links, park improvements, and special features of the proposed shoreline public access <br /> system. Public access objectives considered to identify and prioritize projects described in this <br /> Plan are: <br /> • Connect existing trail sections and parks <br /> • Include a variety of public access features <br /> • Integrate public access with larger city and Port efforts to leverage funding opportunities <br /> Organizationally, the shoreline area is divided into linear sections as shown in Chapter 2. <br /> Anticipated projects and focus areas are then described for each section with a discussion of an <br /> implementation approach. The following table summarizes the current status of public access <br /> projects along Everett's shorelines. <br /> The cost column $ symbols are as follows: <br /> $$$$= more than $1 million <br /> $$$_ $500,000 to $1 million <br /> $$= $250,000 to $500,000 <br /> $= under $250,000 <br /> The three estimated time periods for the projects are: <br /> 3= over 6 yrs. <br /> 2= 3-6 yrs. <br /> 1=within 3 yrs. <br /> Shoreline Public Access Plan Update 2019 1 <br />
