t <br />L <br />EVERETT <br />WASHINGTON <br />CITY OF EVERETT <br />Community, Planning & Economic Development Department <br />Planning Division <br />TO: <br />City Council <br />FROM: <br />Karen Stewart, Environmental Planner <br />DATE: <br />June 27, 2019 <br />SUBJECT: Proposed addition to the Everett Register of Historic Places <br />An action item on the Council's agenda for July 17' is to consider a unanimous <br />recommendation from the Everett Historical Commission to add the Swartout House located <br />in the Riverside Neighborhood at 3609 26th St. to the Everett Register of Historic Places. <br />3609 26th St. "Swartout House" Nomination <br />This nomination was submitted by the property owner and was originally constructed for <br />the Melvin Swartout family in the early 1890s. Mr. Swartout was president of the Everett <br />Home building Association and a trustee for the Mitchell Land and Improvement Company. <br />His family moved into the residence on March 31st, 1892. The home was designed by noted <br />local architect, Frederick Sexton, and was featured in the Historic Everett 2008 Calendar for <br />the month of June. This Sexton -designed wood frame home is one of the last surviving <br />examples of the Queen Ann style in the Riverside neighborhood. <br />There are several criteria to consider that support adding this historic property to the Everett <br />Register of Historic Places is found in EMC 2.96.050(A)(2): <br />1. Is an outstanding work of a designer, builder or architect who has made a substantial <br />contribution to the art; <br />2. Exemplifies or reflects special elements of the city's cultural, special, economic, <br />political, aesthetic, engineering or architectural history; <br />3.
