9.2 Public Works Tidal Restoration Projects <br />The City of Everett Public Works Department constructed a dike breach tidal restoration on <br />the east side of the Water Pollution Control facility ponds on Smith Island. A portion of the <br />project is mitigation for impacts to wetlands from dike improvements around the Water <br />Pollution Control Facility. The project includes construction of a trail connecting the existing <br />dead-end trail on Union Slough to 12th Street NE. The trail will run along the dikes and on an <br />existing road north of the ponds. This will provide an important loop connection of the trail <br />system. Interpretive signs will be placed along this restoration project. <br />As part of an additional tidal restoration project in partnership with Snohomish County, a <br />parking lot was constructed by the City of Everett Public Works Department north of the <br />Water Pollution Control Facility ponds and 12th Street for use by those launching canoes and <br />kayaks by hand to access the water trail. <br />9.3 Smith Island Enhancements <br />In association with recent shoreline permits, agreements have been signed that require <br />project proponents (Glacier Northwest and Wilder Construction Company) to contribute over <br />$60,000 towards off -site public access improvements on or adjacent to Smith Island. The <br />money must be spent on capital projects within five years, or it must be refunded to the <br />applicants. This plan recommends that the funds be spent on the trail link running directly <br />north from Langus Riverfront Park. In addition, the City of Marysville will contribute 1 <br />percent of the project costs of a sewer line through Everett to enhance public access <br />opportunities for Smith Island. Potential uses for these funds might be improvements to the <br />Spencer Island Trail approach and parking, viewing areas/platforms near wetland habitats, <br />or similar enhancements to the proposed dike trail. <br />Shoreline Public Access Plan Update 2019 54 <br />
