• • r <br /> ORDINANCE NO. / ;;.47,-. 7 / <br /> AN ORDINANCE establishing a Transit Advisory Board <br /> and declaring an emergency to exist. <br /> WHEREAS, the City of Everett has undertaken to provide transit <br /> services to the citizens of the City of Everett, and <br /> WHEREAS, the Council finds that, although the provision of transit <br /> services is an essential service to the community, the nature and quality <br /> of the role of transit in the community is of such complex proportions that a <br /> cross section of opinions and information from various members of the <br /> community will assist in defining the role of transit in the City of Everett <br /> and developing long range plans for present and future public transportation needs of <br /> the City of Everett, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: The City of Everett Transit Advisory Board is hereby <br /> established for the general purpose of advising the Mayor and City Council <br /> on public transportation problems within the City of Everett. <br /> Section 2: The functions of the Transit Advisory Board shall include, <br /> but not be limited to, the following: <br /> 1. Financing of transit services. <br /> 2. Extent of services. <br /> 3. Types of buses. <br /> 4. Numbers of buses. <br /> 5. Revenue sources, such as user taxes, fare box revenues <br /> and/or general funds. <br /> 6. Long-range public transportation planning. <br /> Section 3: The Transit Advisory Board shall consist of 15 to 30 members <br /> who shall be appointed by the Mayor with the approval of a majority of City <br /> Council. One-third of the committee shall represent collectively low income, <br /> youth, and older citizens who are users of buses. The terms of the members <br /> shall be six years except that the first appointments shall be staggered generally <br /> in the following manner: <br /> One-third of the members shall be appointed to an initial <br /> two year term; <br /> One-third of the members for a four year term; and <br /> One-third of the members to a six year term. <br /> Section 4: The Board shall establish its own rules for the conduct of <br /> its business and shall elect its own chairman. The Board may divide into <br /> task force committees or subcommittees to work on particular problems as <br /> requested or directed by the Mayor or City Council. <br />
