CITY OF EVERETT, WASHINGTON By Mayor ATTEST: City Clerk Section 3 . The Bonds shall be signed on behalf of the City by its Mayor, shall be attested by its Clerk, and shall have the seal of the City impressed therebn. The interest coupons attached thereto shall be signed with the facsimile signatures of said officials . Section 4 . The proceeds of sale of the Bonds shall be depodted in the Local Improvement District Fund No. 683 of the City created by Section 7 of Ordinance No. 4322 of the City passed October 8, 1968, as such section is amended by Section 1 of Ordinance No. 4330 of the City passed November 13 , 1968. Said moneys shall be used to redeem and retire all out- standing warrants drawn on such fund at par plus accrued interest from the date thereof to the date of redemption, and for paying all other costs incidental to Local Improvement District No . 683. The balance of such moneys , if any , shall remain in said fund and shall be used to pay the principal of and interest on the Bonds as hereinbefore provided. Section 5 . Because it is necessary to redeem the outstanding warrants drawn on said Local Improvement Fund No. 683 as soon as pos- sible in order to stop the interest accruing thereon, an emergency is hereby declared to exist , and it is hereby found necessary for the public health , welfare and safety that this ordinance shall become effective upon its passage and second reading, approval and publication as required by law.
