' 'Section 141. 4'6 . 44 . 0371. Lawful operations - Special permits . <br /> 'Notvzithstanding the provisions of Section 46 . 44 . 036 and subject <br /> to such_ rules and regulations governing their operation as may <br /> be adopted by the Highway Commission operation of the following <br /> combinations shall be lawful : <br /> 1. A combination consisting of a truck tractor, a semi- <br /> trailer, and a full trailer. In this connection a converter <br /> gear used to convert a semi-trailer into a full trailer shall <br /> be considered to be a part of the full trailer and not a sep- <br /> arate vehicle. A converter gear being pulled without a load <br /> and not used to convert a semi-trailer into a full trailer may <br /> be substituted in lieu of a full trailer or a semi-trailer in <br /> lawful combination. <br /> 2. A combination consisting of three trucks or truck <br /> tractors used in driveaway service where two of the vehicles <br /> are towed by a third in double saddlemount position. <br /> A combination consisting of a truck tractor, a semi-trailer, <br /> and a full trailer when licensed for a total gross weight of <br /> seventy-two thousand pounds may be entitled to either an annual <br /> or temporary special permit authorizing the combination to carry <br /> not more than four thousand pounds of gross weight in excess <br /> of the maximum allowed in Section 46 . 44 . 044 upon the payment <br /> of the fees set forth in Section 46. 44 . 095 and on such streets <br /> and subject to such terms and conditions as the City shall <br /> prescribe pursuant to the provisions of Section 46. 44 . 095; <br /> Provided, that any peace officer who shall find any person <br /> operating a vehicle in violation of the conditions of a special <br /> permit issued under this section may confiscate such permit and <br /> forward it to the City Council which may in turn forward it to the <br /> State Highway Commission or return it to the permittee, or <br /> revoke or cancel, or suspend it. <br /> Section 142 . Statutes adopted. The following statutes are <br /> hereby adopted by reference : <br /> RCW 46 . 44. 040 Maximum gross weights . Axle factor. <br /> RCW 46. 44 . 042 - Tire Factor <br /> RCW 46. 44. 044 - Wheelbase factor <br /> RCW 46 . 44 . 045 - Penalties for violations . Except for <br /> Sub-sections (7) and (8) <br /> RCW 46. 44 . 046 Excess weight. Discretion of arresting <br /> officer. <br /> Section 143. 46 . 44. 0471. Logging Trucks - Special permits <br /> Fees - Discretion of arresting officer. In addition to the <br /> limitations of RCW 46. 44 . 040 , 46 . 44 . 042 and 46 . 44. 044 , a <br /> three-axle truck tractor and a two-axle pole trailer combination <br /> engaged in the operation of hauling logs , shall have an allowable <br /> variation in wheelbase length of six feet for the distance between <br /> the first and last axle of the vehicle in combination which has <br /> a wheelbase overall length of thirty-seven feet or more and <br /> upon special permit the gross weight of two axles spaced less <br /> than seven feet apart may exceed by not more than sixteen hundred <br /> pounds the maximum gross axle weight specified for two <br /> axles spaced less than seven feet apart, being thirty-two <br /> thousand pounds as provided in RCW 46 . 44 . 040 , and the maximum <br /> gross weight of the combination of vehicles may exceed by <br /> not more than six thousand eight hundred pounds and the <br /> maximum legal gross weight of the combination of vehicles , when <br /> fully licensed as permitted by law, being sixty-eight thousand <br /> pounds. <br /> Such additional allowances shall be permitted by a special permit <br /> to be issued by the State Highway Commission valid only on state, <br /> primary, or secondar highways authorized by the State Highway <br /> Commission and under such rules , regulations , terms and conditions <br /> prescribed by the State Highway Commission. The fee for such <br /> special permit shall be fifty dollars for a twelve-month period <br /> beginning and ending on April 1st of each calendar year. Permits <br /> may be issued at any time but if issued after July 1st of any <br /> year the fee shall be thirty-seven dollars and fifty cents . <br /> -14- <br />
