• <br /> Section 151. 46 . 44. 120 . Liability of Operator and/or Owner <br /> for Violations . Whenever an act or omission is declared to be <br /> unlawful in Chapter 46 . 44 RCW, if the operator of the vehicle <br /> is not the owner of such vehicle, but is so operating or moving <br /> the same with the express or implied permission of the owner, then <br /> the operator and/or owner shall both be subject to the provisions <br /> of this chapter with the primary responsibility to be that of the <br /> owner. <br /> Section 152 . 46 . 44. 130 Certain Vehicles to be kept off street <br /> when not in use. No person having charge of a trailer shall permit <br /> or allow the same to remain in any street or alley unless attached <br /> to a motor vehicle by which it may be propelled or drawn: <br /> Provided that in case of accident such trailer may be moved to <br /> the side of the street, and if good and sufficient red signal <br /> be displayed at both ends thereof during the hours of darkness <br /> may be permitted or allowed to remain for a period of not <br /> exceeding twenty-four (24) hours pending removal, except that <br /> such trailer shall not remain upon any portion of a street where <br /> standing or parking is limited or prohibited for a time longer <br /> than is necessary to effect its removal. <br /> Section 153 . 46. 44 . 140 Certain Loads Prohibited. No person shall <br /> drag or haul any timber or any articles along or over any street <br /> in such a manner that a portion of the same shall rest upon or <br /> come into contact with the surface of such street; nor shall <br /> any person on any planked, paved or macadamized street lock <br /> the wheel of any vehicle by the method commonly known as <br /> "rough lock" , nor by any method whereby anything other than <br /> the tire of such wheel , or a smooth shoe shall come into contact <br /> with the surface of the street. No person shall unload a vehicle <br /> in any manner that will cause damage to the surface of the street. <br /> No person shall haul any manure in any business district. <br /> No person shall load or transport any metals or metal vessels or <br /> materials in any such a manner as to cause a loud noise to the <br /> disturbance of the peace. <br /> Section 154 . 46 . 44 . 150 Commercial vehicle parking while loading <br /> and unloading. <br /> (1) No person shall angle park while loading or unloading <br /> any vehicle on any arterial highway or within the Central Business <br /> District except in a truck loading or loading zone specifically <br /> designated and marked for angle parking. <br /> (2) On portions of the street where angle parking is allowed <br /> it shall be unlawful to angle park a vehicle the length of which <br /> exceeds nineteen (19) feet over all , except while actually loading <br /> or unloading in a truck loading or loading zone specifically <br /> designated and marked for angle parking. <br /> (3) Except when actually engaged in loading or unloading <br /> some commodity, no commercial vehicle shall stand backed to the <br /> curb at any time. All loading and unloading shall be continuous <br /> and shall be completed as rapidly as possible. No vehicle shall <br /> be backed against or parked at the curb or street line at any <br /> place within a business district so that the foremost part of such <br /> vehicle extends out into the street to, a point nearer than eight <br /> (8) feet from the center of the street, unless a permit for such <br /> parking has been obtained from the Traffic Engineer. <br /> (4) In places where and at hours when stopping for the <br /> loading or unloading of merchandise or materials is permitted, <br /> vehicles used for the transportation of merchandise or materials <br /> may back into the curb to take on or discharge loads when necessary <br /> for the expeditious loading or unloading of such merchandise or <br /> materials , provided such privilege will not seriously interfere <br /> with traffic or violate subsection (1) (2) , or (3) above. <br /> -18- <br />
