Application for any <br /> permit required by this code shall be made to the Permit Section of <br /> the City Engineering Department on forms provided for this purpose. <br /> Section 156 . 46 . 44 . 170 Overlegal Trucking Operation. If the <br /> permit is required by Sections 46 . 44 . 0471, 46 . 44 . 0901, 46 . 44 . 0911, <br /> 46. 44 . 0921, 46 . 44 . 095 , such application shall contain a description <br /> of the object to be transported, or the vehicle or vehicles , to <br /> be driven or used, the route desired to be traversed, the hours <br /> within which it is desired to perform the work, the means of <br /> locomotion to be used and such other information as may be <br /> required. <br /> Section 156-A. 46 . 44 . 175 State or County Permits--Validity. <br /> Trucks carrying over-legal loads to or from the city under <br /> valid state or county permit may obtain a validation number of <br /> that state or county permit from the city which will authorize <br /> operation to any destination not on a state highway route <br /> within the City, except the central business district, by such <br /> route and at such time as the Traffic Engineer may prescribe. <br /> The validation number shall be noted on the back of the state or <br /> county permit by the operator and any peace officer checking <br /> this permit shall report the time, date , and validation number <br /> to the Traffic Engineer for determination of the validity of the <br /> operation. Violation of the terms of the validation will void <br /> the right of the permitee to further use of this privilege, and <br /> will require said permitee to obtain a written permit in the <br /> manner prescribed in Section 156 . <br /> Section 157 . 46. 44 . 180 Conditions of Trucking Permits . The <br /> Traffic Engineer shall specify in permits issued pursuant to <br /> Sections 46 . 44 . 0471, 46 . 44 . 0901 , 46 . 44 . 0911 , 46 . 44 . 0921 , and <br /> 46 . 44 . 095 of this code, the routes to be traversed and the hours <br /> during which the operation may be undertaken, in accordance with <br /> the provisions of this code. <br /> Section 158. 46 . 44 . 190 Loading or Moving Operations . If the <br /> application is for a permit to move, stand, or park or angle <br /> park a vehicle contrary to the provisions of this code, such <br /> application shall show the location and explain the necessity <br /> for the operation, shall explain whether the operation may <br /> endanger other traffic or prevent it from using the street and <br /> such other information as may be required. <br /> Section 159. 46 . 44 . 200 Conditions of Loading or Moving Permit. <br /> The City Traffic Engineer shall authorize and specify in permits <br /> for loading or moving the hours under which the activity will <br /> be permitted, the manner in which it shall be performed, and <br /> shall outline any special precautions which may be required to <br /> protect the public. <br /> Section 160. 46. 44 . 210 Fee Schedules. The City Traffic <br /> Engineer shall prepare a schedule of fees for all permits to <br /> be issued pursuant to the trucking and parking regulations of <br /> this code. The fees shall be commensurate with the cost of <br /> administration, inspection, policing and roadway maintenance <br /> involved in the use of the streets within the City and shall whenever <br /> possible, correspond with the fees specified in Sections 46 .44 . 047 , <br /> 46. 44 . 094, 46. 44 . 0941 , 46 . 44 . 095 and 46 . 44 . 096 RCW. Such <br /> schedule when approved by the City Council of the City of <br /> Everett by resolution, shall govern the amount of the fee for <br /> any such permit, and said fee shall be collected by the City <br /> Treasurer as a condition to the issuance or continuance of any <br /> such permits . <br /> Section 161. 46 . 44 . 220 Refunds for Unused Permits . Whenever <br /> an overweight, or overload permit has been issued and a fee paid <br /> therefor and either, no rights are exercised pursuant thereto <br /> and such permit is surrendered or, the fee charged is erroneous <br /> for any reason and application is made for refund, the <br /> -19- <br />
