'Access Road 1-D as shown upon the 'Slat 'of port access roads 'arid parking areas filed with the Snohomish County Auditor under Auditor' s Receiving numbers 1779570 and 1779571 is hereby designated a one-way road proceeding northerly from Access Road 1-C and thence easterly to Norton Avenue; The south leg of Ttereve Drive from Beverly Boulevard to its intersection with the north leg of Ttereve Drive shall be one- way traffic westbound. Upon those streets and parts of streets and in those alleys designated as one-way streets or alleys , vehicular traffic shall move only in the indicated direction when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited. Section 199 . Statutes adopted. The following statures are hereby adopted by reference. RCW 46 . 61. 140 Driving on roadways laned for traffic. RCW 46. 61. 145 Following too closely. RCW 46. 61. 150 Driving on divided highways . RCW 46 . 61. 155 Restricted access. Section 200 . 46 . 61. 161 Restrictions on use of controlled-access roadway. The City Council may be ordinance or resolution, with respect to any limited access roadway under its jurisdiction, prohibit the use of any such roadway by funeral processions , or by parades , pedestrians , bicycles or other non-motorized traffic, or by any person operating a motor-driven cycle. The City Council upon adopting any such prohibitory regulation shall cause to be erected and maintained official signs on the limited access roadway on which such regulations are applicable and when so erected no person shall disobey the restrictions stated on such signs. RIGHT OF WAY Section 201. Statute adopted. The following statute is hereby adopted by reference. RCW 46. 61. 180 Vehicle approaching intersection. Section 202. 46 . 61. 185 Vehicle turning left. (1) The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right of way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. (2) It shall be unlawful to make a left turn between intersections on any street when such left turn delays or is likely to delay or stop any vehicle travelling in the same or opposite direction on the street, or when such left turn endangers or is likely to endanger any person or vehicle on the street. Section 203. Statute adopted. The following statute is hereby adopted by reference. RCW 46. 61. 190 Vehicle entering stop or yield intersection. Section 204. 46 . 61. 196 Streets and Highways designated as Arterials . (a) The operator of any motor vehicle entering upon any arterial highway or street in the City of Everett from a public or private highway, road, streetway, or driveway, shall yield the right-of-way to vehicles on such arterial highway or street and shall come to a full stop thereon when and where signs , posts or other markers so direct or indicate , or shall yield the right-of-way as provided in RCW 46 . 61. 190 (3) , when and where signs , posts or other markers so direct or indicate. All portions of state highways , together with all temporary detours thereof within the limits of the City of Everett hereby are designated as arterial highways within said City, together -26-
