• <br /> • <br /> Section 219 . 46. 61. 417 Decreased 'speed, limits . The City <br /> Council• may, by resolution, decrease the maximum speed allowed <br /> upon any portion of a street where, it is deemed inadvisable <br /> by means of a traffic engineering investigation to operate at <br /> the maximum speed allowed by this code : Provided, that in no <br /> case shall speed limits be less than twenty miles per hour. <br /> Section 219-A. Altered speed limits - when effective. Any <br /> altered limit established as hereinbefore authorized shall be <br /> effective when appropriate signs giving notice thereof are <br /> erected. Such maximum speed limit may be declared to be effective <br /> at all times or at such times as are indicated upon such signs ; <br /> and differing limits may be established for different times of <br /> day, different types of vehicles , varying weather conditions , <br /> and other conditions , and other factors bearing on safe speeds , <br /> which shall be effective when posted upon appropriate fixed <br /> or variable signs . <br /> Section 220 . Statutes adopted. The following statutes are <br /> hereby adopted by reference. <br /> RCW 46 .61. 425 Minimum speed regulation. <br /> RCW 46 . 61. 430 Authority of state highway commission to <br /> fix speed limits on limited access facilities <br /> exclusive--Local regulations . <br /> RCW 46 . 61. 435 Local authorities to provide "stop" signs <br /> at intersections with increased speed <br /> highways--Designated as arterials . <br /> RCW 46 . 61. 445 Due care required. <br /> RCW 46 . 61. 450 Maximum speed, weight or size in traver- <br /> sing bridges , elevated structures , tunnels , <br /> underpasses--Posting limits . <br /> RCW 46 . 61. 455 Vehicles with solid or hollow cushion tires . <br /> RCW 46 . 61. 460 Special speed limitation on motor-driven <br /> cycle. <br /> RCW 46 .61. 665 Exceeding speed limit evidence of reckless <br /> driving. <br /> RCW 46 . 61. 470 Speed traps outlawed--Measured courses . <br /> RCW 46 . 61. 475 Chaff ng violations of speed regulations . <br /> RECKLESS DRIVING, DRIVING WHILE INTOXICATED <br /> Section 221-A - Statute adopted. <br /> The following statute is hereby adopted by reference: <br /> R.C.W. 46 .61 .500 Reckless Driving <br /> Section 221-B 46 .61. 506 Operating under the influence of intoxicants <br /> or drugs--Chemical analysis , tests, presumptions , penalties . It is <br /> unlawful for any person who is under the influence of or affected <br /> by the use of intoxicating liquor or any narcotic drug to drive or <br /> be in actual physical control of any vehicle upon the public streets <br /> or alleys of this city or over, along or upon private or public <br /> property in this city. <br /> Any person who operates a motor vehicle upon the streets or alleys <br /> of this city or upon private property shall be deemed to have given <br /> consent, subject to the provisions of this section, to a chemical <br /> test or tests of his breath or blood for the purpose of determining <br /> the alcoholic content of his blood if arrested for any offense <br /> where, at the time of the arrest , the arresting officer has <br /> reasonable grounds to believe the person has been driving or was in <br /> actual physical control of a motor vehicle while under the influence <br /> of intoxicating liquor. The tests or test shall be administered under <br /> the direction of a law enforcement officer having reasonable ground to <br /> believe the person to have been driving or in actual physical control <br /> of a motor vehicle upon the streets or alleys of the city or upon private <br /> or public property while under the influence of intoxicating liquor . <br /> Such officer shall inform the person of his right to refuse <br /> the test, and of his right to have additional <br /> -31- <br />
