The day designated for observance of George Washington ' s Birthday. Memorial Day July 4th. The first Monday in September, to be known as Labor Day. The day set aside for observance of Veteran' s Day December 25th. The day designated and set aside by the President of the United States as Thanksgiving Day or such day as may by law be designated for the celebration of the above holidays. Section 234. 46. 61. 583 Stopping, standing, or parking prohibited during certain hours on certain streets . When signs are erected in each block giving notice thereof, no person shall stop, stand, or park a vehicle between the hours specified on such signs of any day except Sundays and the public holidays specified in Section 46. 61. 582 , within a district or upon any street where such signs are erected. Section 235. 46. 61. 586 Parking time limited on certain streets . When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than the hours specified on such signs at any time between the hours specified on such signs of any day except Sundays and public holidays specified in Section 46. 61. 582 within a district or upon any street where such signs are erected. Section 236 . 46. 61. 588 Parking prohibited during special events . When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified and on the days specified on such signs erected for special events upon any street where such signs are erected. Section 237 46 . 61. 589 Parking signs required. Whenever by this or any other ordinance of this city any parking time limit is imposed or parking is prohibited on designated streets , it shall be the duty of the city Traffic Engineer to cause to be erected appropriate signs giving notice thereof, and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense. Section 238 46. 61. 594 Right of Way for parking. The motorist who first begins maneuvering his vehicle into a vacant parking space shall have a prior right of way to park in such space and it shall be unlawful for another driver to attempt to deprive him thereof by blocking his access or otherwise. For the purpose of establishing right of way in this section it shall be considered proper to back into any but a front in angle parking space. Section 239. 46. 61. 596 Illegal parking--Responsibility of registered owner. Irrespective of any definition of language otherwise contained in this ordinance, every person in whose name a vehicle is registered (licensed) , shall be responsible for any parking or angle parking of said vehicle in violation of this ordinance . It shall be no defense to such charge that said vehicle was illegally parked or angle parked by another unless it be shown that at such time said vehicle was being used without the consent of the registered (licensed) owner thereof.
