• Seaton 246 . 46. 61. 695 Attempting, aiding, abetting, coercing, `coz2-,tt:i_n9 Violations , punishable.` . Every person who commits , attempts to commit, conspires to commit, or aids or abets in the commission of any act declared' by this title to be a crime, whether individually or in connection with one or more other persons whether individually or in connection with one or more other persons or a principal, agent, or accessory, shall be guilty of such offense, and every person who falsely, fraudulently, forecully, or willfully induces , causes , coerces , requires, permits or directs others to violate any provisions of this title is likewise guilty of such offense. Section 246 A 46 . 61. 696 Vehicles not to be driven on sidewalk or parking strip. No person shall drive any vehicle on or across any curb, sidewalk, sidewalk area or parking strip except at a permanent or temporary driveway. For such temporary crossing the curb or side- walk shall be covered with two-inch planks not less than eight feet in length and the outside edges of the sidewalk or curb shall be protected with planks or timbers , so as to prevent contact with the sidewalk or curb. All such planks , timbers , and other obstructions shall be removed from the street, curb or sidewalk when and as soon as such crossing is not in actual use, and no planks or timbers or other obstructions shall be allowed to remain on the street, curb or sidewalk between the hours of sunset and sunrise. Section 247 . 46. 61. 697 Park rules and regulations . Whenever the Park Board of the City of Everett shall prescribe rules or regula- tions as to the use of any path or walk lying within the limits of any city park, it shall be unlawful for any person, firm or corpora- tion to violate any such rule or regulation : Provided, notice there- of shall be given to the public by the display of a reasonable sign. Section 248 46. 61. 698 Play streets . Whenever authorized signs are erected indicating any street or part thereof as a play street, no person shall drive a vehicle upon any such street or portion there- of except operators of vehicles having business or whose residences are within such closed area, and then any said operator shall exer- cise the greatest care in driving upon any such street or portion thereof. Section 248 A. 46. 61. 699 Unnecessary motor noise--Prohibited. It is unlawful for any person to "tune up" or "race" the engine of any motor vehicle on any street. The object of this provision is to prohibit loud or distressing noises . Section 249. Statute adopted. The following statute is hereby adopted by reference. RCW 46. 61. 700 Parent or guardian shall not authorize or permit violation by a child or ward. PARADES AND PROCESSIONS Section 250. 46. 61. 701 Short title. Sections 46 . 61. 701 through 46. 61. 745 shall be known and may be cited as the "Parade Ordinances of the City of Everett. " Section 251. 46. 61. 705 Exceptions . This "Parade Ordinance of the City of Everett" shall not apply to: A. Funeral processions except as hereinafter provided. B. Students going to and from school classes or partipating in educational activities, providing such conduct is under the immediate direction and supervision of the proper school authorities . C. A governmental agency including military units of the State of Washington and United States acting within the scope of its functions . Section 252 . 46. 61. 710 Permit required. No person shall engage in, participate in, aid, form or start any parade, unless a parade permit shall have been obtained from the city clerk. -40-
