It shall • ' ,be unlawful to deposit, or cause to be deposited, in any parking meter any slugs , device or substitute for lawful coin of the United States . A violation of this section shall be enforced as a general penalty under this title . Section 297. 46 .61 .950 Collections - For cost of maintaining parking meters . The coins required to be deposited in parking meters as provided herein, are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets, and to cover the cost of supervision, installation, inspection, operation, maintenance, control and use of the parking spaces and parking meters described herein, and also the cost of supervising and regulating the parking of vehicles in the parking meter zones created hereby. Section 298 . 46 .61 .955 Funds - To be deposited in current expense fund. The parking meter department shall be under the jurisdiction and control of the Finance and Budget Director. All funds collected shall be delivered to the city treasurer and shall by the city treasurer be deposited to the general current expense fund of the City of Everett. Section 299 . 46 .61.960 Service Permit. The Finance and Budget Director is authorized to issue a permit for service parking , which term means use of parking meter space while rendering a service in cleaning, painting, adjusting or making minor repairs or replacements in or to building or building equipment or public utilities in the vicinity of the service parking space upon the following conditions: A. Application shall be made to the Finance and Budget Director on a form provided by the Finance and Budget Director. The applicant shall set forth the applicant 's business and the necessity for such permit. The Finance and Budget Director shall investigate the facts . B. If it appears that a necessity exists the said Finance and Budget Director may authorize the issuance of such permit upon payment of the fees and other conditions hereinafter prescribed. (Each vehicle , parked pursuant to this pro- vision shall have a sign on each side thereof, in lettering not less than two inches in height designating the owner, operator or business of the permittee . C. Upon issuance of the permit the permittee shall be issued a hood to cover any parking meter. As many hoods may be issued upon payment of the prescribed fee as the Finance and Budget Director deems necessary or convenient for the applicant. The hood shall be provided by the City of Everett. The applicant shall furnish a lock and key for each hood. D . Upon entering any space available the permittee shall place the hood over the meter and lock same . E. The permittee shall not place the hood over any meter when the space is occupied by another vehicle; and shall before vacating the space at the conclusion of the work remove the hood. The hood shall not be allowed to remain in place. It shall not be used during hours when parking or stopping in the parking meter space is prohibited. F. The Finance and Budget Director may revoke any permit if the service zone hood is used for any purpose other than that authorized herein or for any violation of the terms and conditions of this chapter. Upon revocation the hood shall be immediately returned to the Finance Department and all fees paid shall be forfeited. Police officers or parking checkers finding such hood in use shall investigate the use being made thereof and if it is found in violation of this chapter shall report the facts to the Finance and Budget Director.
