• „ <br /> Segtign 296 . 46 .61.945 Depositing'.sIugs - Unlawful . It shall • <br /> ' ,be unlawful to deposit, or cause to be deposited, in any parking <br /> meter any slugs , device or substitute for lawful coin of the United <br /> States . A violation of this section shall be enforced as a general <br /> penalty under this title . <br /> Section 297. 46 .61 .950 Collections - For cost of maintaining parking <br /> meters . The coins required to be deposited in parking meters as <br /> provided herein, are hereby levied and assessed as fees to provide for <br /> the proper regulation and control of traffic upon the public streets, <br /> and to cover the cost of supervision, installation, inspection, <br /> operation, maintenance, control and use of the parking spaces and <br /> parking meters described herein, and also the cost of supervising <br /> and regulating the parking of vehicles in the parking meter zones <br /> created hereby. <br /> Section 298 . 46 .61 .955 Funds - To be deposited in current expense <br /> fund. The parking meter department shall be under the jurisdiction <br /> and control of the Finance and Budget Director. All funds collected <br /> shall be delivered to the city treasurer and shall by the city <br /> treasurer be deposited to the general current expense fund of the <br /> City of Everett. <br /> Section 299 . 46 .61.960 Service Permit. The Finance and Budget <br /> Director is authorized to issue a permit for service parking , which <br /> term means use of parking meter space while rendering a service in <br /> cleaning, painting, adjusting or making minor repairs or replacements <br /> in or to building or building equipment or public utilities in the <br /> vicinity of the service parking space upon the following conditions: <br /> A. Application shall be made to the Finance and Budget <br /> Director on a form provided by the Finance and Budget <br /> Director. The applicant shall set forth the applicant 's <br /> business and the necessity for such permit. The Finance <br /> and Budget Director shall investigate the facts . <br /> B. If it appears that a necessity exists the said Finance and <br /> Budget Director may authorize the issuance of such permit <br /> upon payment of the fees and other conditions hereinafter <br /> prescribed. (Each vehicle , parked pursuant to this pro- <br /> vision shall have a sign on each side thereof, in lettering <br /> not less than two inches in height designating the owner, <br /> operator or business of the permittee . <br /> C. Upon issuance of the permit the permittee shall be issued <br /> a hood to cover any parking meter. As many hoods may be <br /> issued upon payment of the prescribed fee as the Finance <br /> and Budget Director deems necessary or convenient for <br /> the applicant. The hood shall be provided by the City <br /> of Everett. The applicant shall furnish a lock and key <br /> for each hood. <br /> D . Upon entering any space available the permittee shall place <br /> the hood over the meter and lock same . <br /> E. The permittee shall not place the hood over any meter when <br /> the space is occupied by another vehicle; and shall <br /> before vacating the space at the conclusion of the work <br /> remove the hood. The hood shall not be allowed to remain <br /> in place. It shall not be used during hours when parking <br /> or stopping in the parking meter space is prohibited. <br /> F. The Finance and Budget Director may revoke any permit if <br /> the service zone hood is used for any purpose other than <br /> that authorized herein or for any violation of the terms <br /> and conditions of this chapter. Upon revocation the hood <br /> shall be immediately returned to the Finance Department <br /> and all fees paid shall be forfeited. Police officers or <br /> parking checkers finding such hood in use shall investigate <br /> the use being made thereof and if it is found in violation <br /> of this chapter shall report the facts to the Finance and <br /> Budget Director. Any police officer finding any unlawful <br /> -48- <br />
