The City pledges and binds itself to set aside from the gross revenues, derived from the operation and/or ownership of the Everett Off-street Parking System and from the gross revenues of the Everett on-street parking meters in the amount of $20 ,000 .00 annually for the fiscal years ending December 31, 1971, to December 31 , 1976 , inclusive, and $10 , 000 .00 annually thereafter and to pay into the "Everett Parking System Revenue Bond and Interest Sinking Fund Account" the various amounts required by Ordinance No. to be paid into that account. The amounts so pledged are hereby declared to be a first and prior charge and lien upon the said gross revenues derived from the operation and/or ownership of the Everett Off-street Parking System and the Everett on-street parking meters to the limits of the amounts pledged superior to all other charges of any kind or nature , except the necessary cost of maintenance and operation of said System and said meters . It is hereby certified and declared that all acts , conditions and things required to exist, to have happened and to have been performed precedent to and in the issuance of this bond do exist, have happened and have been performed in regular form, time and manner. IN WITNESS WHEREOF , the City of Everett, Washington, has caused this bond to be executed by the facsimile signature of its Mayor, to be attested by the manual signature of its Deputy City Clerk, and the corporate seal of the City to be affixed hereto as of the first day of July, 1970 .
