related facilities which maybe added to the Parking System at future <br /> dates (1) in accordance with the provisions hereinafter set forth in <br /> Section 20 hereof relating to the issuance of additional parity bonds , <br /> or (2) by other lawful proceedings in which such facilities are <br /> specifically declared to be a part of the Parking System. <br /> Section 12 . There are hereby created and established in <br /> the office of the City Treasurer four special funds and accounts of <br /> the City, to-wit: <br /> 1. "Parking System Revenue Fund Account" (hereinafter <br /> called the "Revenue Fund Account" ) <br /> 2 . "Everett Parking System Revenue Bond and Interest <br /> Sinking Fund Account" (hereinafter called the "Bond <br /> and Interest Sinking Fund Account") <br /> 3 . "Parking System Repair and Replacement Reserve <br /> Account" (hereinafter called the "Repair and <br /> Replacement Reserve Account" ) <br /> 4 . "Parking System Construction Account" (hereinafter <br /> called the "Construction Account" ) <br /> All of such funds shall be held in the custody of the City <br /> Treasurer separate and apart from all other funds and shall be deposited <br /> in the official bank depository of the City. Moneys in such funds <br /> shall be expended and used by the City Treasurer only in the manner <br /> and order specified in this ordinance . <br /> Section 13 . All rentals , charges , income and revenue <br /> arising from the operation or ownership of the Parking System shall <br /> be deposited to the credit of the Revenue Fund Account. Current <br /> expenses of the Parking System shall be payable , as a first charge, <br /> from the Revenue Fund Account as the same become due and payable . <br /> Current expenses shall include all necessary operating expenses , <br /> current maintenance charges , expenses of reasonable upkeep and repairs , <br /> properly allocated share of charges for insurance, any administrative <br /> expenses directly attributable to the Parking System, and all other <br /> expenses incident to the operation of the Parking System; but shall <br /> exclude depreciation, all general administrative expenses of the City <br /> not attributable to the Parking System and the payments into the <br /> Repair and Replacement Reserve Account hereinafter provided for. <br /> -18- <br />
