into between the City and thq .Govprnment dated August 1, 1966 , as, amended November 1, 1966 , by Amendatory Loan Agreement No. 1, January 6 , 1967 , by Amendatory Loan Agreement No. 2 , May 19 , 1967 , by Amendatory Loan Agreement No. 3 and August 13 , 1970 , by Amendatory Loan Agreement No. 4 . The Deputy City Clerk is hereby authorized and directed to cause a short form of the official notice of sale of the Series A Bonds and Series B Bonds to be published at least once in The Bond Buyer at least fifteen days prior to the date on which all bids shall be received, publicly opened, considered and acted upon. Upon acceptance of the best bid or bids submitted for the Series A Bonds and Series B Bonds , the proper City officials are hereby authorized and directed to do everything necessary to complete such sale and delivery of such bonds to the purchasers thereof upon payment of the purchase price plus accrued interest therefor. Section 28 . Wm. P . Harper & Son & Company of Seattle, Washington, has submitted an offer to purchase the Series C Bonds at a price of par, plus accrued interest from the date of issuance to the date of delivery of the Series C Bonds to said purchaser, the City to furnish the printed Series C Bonds and the unqualified approving legal opinion of Roberts , Shefelman, Lawrence , Gay & Moch, municipal bond counsel of Seattle, Washington, at the expense of the City. The City Council , being of the opinion that such offer is the best obtainable for the Series C Bonds and that it is in the best interest of the City that said offer be accepted, hereby accepts the same. The City officials are hereby authorized and directed to deliver the Series C Bonds , immediately upon their execution, to Wm. P . Harper & Son & Company of Seattle, Washington, upon payment therefor in accordance with the offer of said purchaser. -28-
