• • • a. Parking areas or outdoor display areas fronting on a street right-of-way shall provide a five (5) foot planting area along the entire street frontage except for driveways . b. The property owner may apply for permission for planting to be placed on street right-of-way behind the sidewalk line. If permission is granted by the City , said planting may be computed in lieu of item (a) above. In no event, however, shall the total width of the planting area be less than five (5) feet. c. On lots containing a required parking area in excess of 6 ,000 square feet, a minimum of five percent (5%) of the area shall be planted and landscaped to break up the visual blight created by large expanses of barren asphalt and to provide necessary traffic separation within the parking lot. d. All shrubs , trees and plantings in the landscaped areas shall be maintained in a healthy growing condition. Dead or dying plant material shall be replaced im- mediately and the planting area shall be maintained reasonably free of weeds and trash. e. Off street parking areas and new & used car sales area having a capacity of 3 or more vehicles (incl . trailers and/or mobile homes) shall be hard surfaced with asphaltic or P. C. concrete pavement or when incorporated into the overall design and approved by the Planning Director, a rolled dust free crushed material such as brick, lava rock or similar material may be used. f. All parking areas shall be graded and drained to dispose of surface water. All such surface water shall be drained to approved catch basins within the confines of the lot and disposed of through a piped drainage system as directed by the City. A construction permit shall be obtained from the City prior to installation of a drainage system. Under no circumstances shall open surface drainage be permitted across sidewalks or street right-of-way. F. GENERAL REQUIREMENTS: The following general requirements shall apply : 1. Size and Access : Each off-street parking space shall have an area of not less than 170 square feet exclusive of drives or aisles , and a width of not less than 8-1/2 feet. Each such space shall be provided with adequate ingress and egress . When the required parking space is to serve a residential structure and is not to be provided in a covered garage, such space shall be not less than 200 square feet. 2 . Location: Off-street parking facilities shall be located as hereinafter specified : a. For one- , two- , or multiple-family dwellings , parking facilities shall be located on the same lot or building site as the building they are required to serve; b. For uses other than those specified above , parking facilities shall be located not over 300 feet from the building they are required to serve, as measured along the access route, except as otherwise permitted under Special Uses (Sec. 15 .04.070) .
