• <br /> • <br /> • <br /> a. Parking areas or outdoor display areas fronting on <br /> a street right-of-way shall provide a five (5) foot <br /> planting area along the entire street frontage <br /> except for driveways . <br /> b. The property owner may apply for permission for planting <br /> to be placed on street right-of-way behind the sidewalk <br /> line. If permission is granted by the City , said planting <br /> may be computed in lieu of item (a) above. In no event, <br /> however, shall the total width of the planting area be <br /> less than five (5) feet. <br /> c. On lots containing a required parking area in excess of <br /> 6 ,000 square feet, a minimum of five percent (5%) of the <br /> area shall be planted and landscaped to break up the <br /> visual blight created by large expanses of barren asphalt <br /> and to provide necessary traffic separation within the <br /> parking lot. <br /> d. All shrubs , trees and plantings in the landscaped areas <br /> shall be maintained in a healthy growing condition. <br /> Dead or dying plant material shall be replaced im- <br /> mediately and the planting area shall be maintained <br /> reasonably free of weeds and trash. <br /> e. Off street parking areas and new & used car sales area <br /> having a capacity of 3 or more vehicles (incl . trailers <br /> and/or mobile homes) shall be hard surfaced with asphaltic <br /> or P. C. concrete pavement or when incorporated into the <br /> overall design and approved by the Planning Director, a <br /> rolled dust free crushed material such as brick, lava <br /> rock or similar material may be used. <br /> f. All parking areas shall be graded and drained to <br /> dispose of surface water. All such surface water shall <br /> be drained to approved catch basins within the confines <br /> of the lot and disposed of through a piped drainage <br /> system as directed by the City. A construction permit <br /> shall be obtained from the City prior to installation <br /> of a drainage system. <br /> Under no circumstances shall open surface drainage be <br /> permitted across sidewalks or street right-of-way. <br /> F. GENERAL REQUIREMENTS: <br /> The following general requirements shall apply : <br /> 1. Size and Access : Each off-street parking space shall have an <br /> area of not less than 170 square feet exclusive of drives or <br /> aisles , and a width of not less than 8-1/2 feet. Each such <br /> space shall be provided with adequate ingress and egress . <br /> When the required parking space is to serve a residential <br /> structure and is not to be provided in a covered garage, <br /> such space shall be not less than 200 square feet. <br /> 2 . Location: Off-street parking facilities shall be located as <br /> hereinafter specified : <br /> a. For one- , two- , or multiple-family dwellings , parking <br /> facilities shall be located on the same lot or building <br /> site as the building they are required to serve; <br /> b. For uses other than those specified above , parking <br /> facilities shall be located not over 300 feet from <br /> the building they are required to serve, as measured <br /> along the access route, except as otherwise permitted <br /> under Special Uses (Sec. 15 .04.070) . <br />
