Section 1 : That the Council of the City of Everett finds and de- <br /> clares the improvement hereafter described and lawfully petitioned to be <br /> in the public interest and directs its construction as provided herein. <br /> Section 2 : Improvement shall be made of Madison Street from <br /> Jefferson Street to Wetmore Avenue by the construction of 5 .0 feet wide <br /> concrete sidewalk including all appurtenances as may be necessary in <br /> connection therewith to make a complete improvement, all in accordance <br /> with plans and specifications to be prepared by the City Engineer, which <br /> plans and specifications are hereby adopted and approved. <br /> Section 3: The City of Everett shall pay $335 .68 of the cost of <br /> the improvement which sum is the equivalent of installation of an <br /> asphalt sidewalk . All remaining costs and expenses of said improvement, <br /> including all necessary and incidental fees , shall be borne by and <br /> assessed against the property within the assessment district herein created. <br /> The costs and expenses of the said improvement to be assessed against the <br /> property within the district shall be assessed in accordance with the <br /> special benefits , derived from the improvement with regard to the zone <br /> and termini method of spreading assessments . Except for said payment of <br /> $335 . 68, the City shall not be liable in any manner for any of the costs <br /> and expenses of the improvement, except as provided in Chapter 144 , Session <br /> Laws of 1923 , or acts amendatory thereto , and the ordinances of the City of <br /> Everett. <br /> Section 4 : That there is hereby established Local Improvement <br /> District No. 689 , which district shall include the following property <br /> located in Everett, Snohomish County , Washington , to-wit: <br /> Beginning at the northeast corner of lot 34 <br /> Block 5 , Plat of Pinehurst , thence south along <br /> the east property line of said lot 34 to the <br /> southeast corner of lot 1, block 18 , plat of <br /> Pinehurst Division "B" thence west to a point <br /> on the east property line of lot 22 of said <br /> block 18 , thence southerly along said east <br /> property line to the southeast corner of <br /> said lot 22 , thence west to the southwest <br /> corner of lot 5 block 19 , plat of Pinehurst <br /> Division "B" , thence north along the west <br /> property line of said lot 5 to the northwest <br /> corner of lot 11, block 4 plat of Pinehurst, <br /> thence east to the intersection point with <br /> the east line of the existing vacated alley, <br /> thence southerly along said east line to the <br /> northwest corner of lot 19 of said Block 4 ; <br /> thence east to the northwesterly property <br /> line of lot 21, block 5 plat of Pinehurst, <br /> thence northeasterly to a point of intersection <br /> with the north line of said lot 21, thence east <br /> to the point of beginning. <br />
