Section 1 : That the Council of the City of Everett finds and de- clares the improvement hereafter described and lawfully petitioned to be in the public interest and directs its construction as provided herein. Section 2 : Improvement shall be made of Madison Street from Jefferson Street to Wetmore Avenue by the construction of 5 .0 feet wide concrete sidewalk including all appurtenances as may be necessary in connection therewith to make a complete improvement, all in accordance with plans and specifications to be prepared by the City Engineer, which plans and specifications are hereby adopted and approved. Section 3: The City of Everett shall pay $335 .68 of the cost of the improvement which sum is the equivalent of installation of an asphalt sidewalk . All remaining costs and expenses of said improvement, including all necessary and incidental fees , shall be borne by and assessed against the property within the assessment district herein created. The costs and expenses of the said improvement to be assessed against the property within the district shall be assessed in accordance with the special benefits , derived from the improvement with regard to the zone and termini method of spreading assessments . Except for said payment of $335 . 68, the City shall not be liable in any manner for any of the costs and expenses of the improvement, except as provided in Chapter 144 , Session Laws of 1923 , or acts amendatory thereto , and the ordinances of the City of Everett. Section 4 : That there is hereby established Local Improvement District No. 689 , which district shall include the following property located in Everett, Snohomish County , Washington , to-wit: Beginning at the northeast corner of lot 34 Block 5 , Plat of Pinehurst , thence south along the east property line of said lot 34 to the southeast corner of lot 1, block 18 , plat of Pinehurst Division "B" thence west to a point on the east property line of lot 22 of said block 18 , thence southerly along said east property line to the southeast corner of said lot 22 , thence west to the southwest corner of lot 5 block 19 , plat of Pinehurst Division "B" , thence north along the west property line of said lot 5 to the northwest corner of lot 11, block 4 plat of Pinehurst, thence east to the intersection point with the east line of the existing vacated alley, thence southerly along said east line to the northwest corner of lot 19 of said Block 4 ; thence east to the northwesterly property line of lot 21, block 5 plat of Pinehurst, thence northeasterly to a point of intersection with the north line of said lot 21, thence east to the point of beginning.
