AN ORDINANCE establishing a Transit Department within the City of Everett, and creating additional positions therefor, fixing the salaries and wages therefor and appropriating $84, 100. 00 for additions to the 1969 Budget for the City of Everett and declaring an emergency to exist. WHEREAS, at the time of making the budget for the year of 1969, it could not have been reasonably foreseen that by virtue of Ordinance No. 40-69, which was ratified by the citizens of the City of Everett at the November 4, 1969 general election, a public bus transportation system would be established to be operated by the City of Everett, and WHEREAS, that under the authority granted to the City of Everett by Ordinance No. 40-69 to enter the operation of a bus system an additional appropriation in the amount of $84, 100. 00 is needed to operate the system during the month of December, 1969, and WHEREAS, the Mayor has submitted to the Council a request of additional funds to be appropriated, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That the sum of $84, 100. 00 is hereby appropriated and allocated to the 1969 budget for the City of Everett, which shall be in addition to that amount otherwise budgeted for the year 1969 for the purpose of payment of salaries and wages, maintenance and operation and capital outlay for the establishment in 1969 of a bus system for the City of Everett in accordance with the budget requested by the Mayor and herein adopted. Section 2: The designation and compensation of employees in the Transit Department shall be as hereinafter set forth. It shall be the duty of such employees to perform the duties of the Transit Department as directed by the Transit Superintendent. Transit Superintendent $1, 000. 00 per month Office Manager 575. 00 per month Transit Mechanic 750. 00 per month Drivers 3. 25 per hour Section 3: That the expenditure above provided shall be paid from the Transit Fund created by Ordinance No. 40-69. To meet the initial
