vt <br /> • <br /> • <br /> ORDINANCE NO. 4LO —67 <br /> AN ORDINANCE proposing to the voters of the City of <br /> Everett that the City enter into the operation of a public <br /> bus passenger transportation system; adopting a plan for <br /> such system which provides for the purchase and/or lease <br /> of motor buses and the necessary equipment for the operation <br /> thereof; and the operation of said transportation system either <br /> by city employees or pursuant to a contract to be entered into <br /> with others; the levying and collection of transit subsidy <br /> excise taxes as herein defined and declaring it to be a <br /> misdemeanor to refuse to pay said tax; and calling for a <br /> special election to submit this ordinance to the voters of <br /> the City of Everett for their ratification or rejection. <br /> WHEREAS, the privately owned company now operating the public <br /> bus passenger transportation system in the City of Everett has indicated <br /> through its owners that it will not be able to continue its operations in the <br /> immediate future, the Mayor and the City Council of the City of Everett deem <br /> it is in the best interests of the people of the City of Everett that a municipally <br /> operated public transportation system be organized to so serve the people of the <br /> City, and <br /> WHEREAS, the maintenance, operation, and extension of a City of <br /> Everett public transportation system is necessary and essential to all persons <br /> of the City of Everett in the proper operation and carrying on of their trades, <br /> businesses, and other activities, and is further necessary for the proper economic, <br /> industrial, cultural, and educational growth and prosperity of the City of <br /> Everett, the suburban areas, and of the state, and is vital and essential for <br /> the proper protection of the health, welfare, and safety of the residents of the <br /> City and of the public in general, and <br /> WHEREAS, all persons within the City of Everett benefit directly and <br /> indirectly from the operation, maintenance, capital needs, and proper extensions <br /> of an adequate and solvent public transportation system, and the obligation <br /> and responsibility of adequately financing the operation, maintenance, capital <br /> needs, and extension of such system must be shared by all persons within <br /> the City, and <br /> WHEREAS, the levying and collection of excise taxes by the City and <br /> -1- <br />
