f <br /> ORDINANCE NO. — GJ <br /> AN ORDINANCE establishing rates and regulations <br /> for treatment and disposal of sanitary sewage <br /> collected and delivered to the City of Everett's <br /> sewerage system from outside the Everett corporate <br /> limits <br /> WHEREAS, in order to protect the waters within and adjacent to the <br /> City of Everett from pollution; secure the health, safety and welfare of the <br /> residents of the City and to insure the orderly growth and development of the <br /> City, and <br /> WHEREAS, the system of sewerage operated by the City has been <br /> determined to have the capability under proper conditions and terms to accept <br /> sewage for disposal from areas outside and adjacent to the City's corporate <br /> limits, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1. It is hereby declared to be the policy of the City of Everett that sewage <br /> disposal service may be provided through the Everett system for such areas <br /> outside and adjacent to the City as can, in the judgment of the Mayor, be feasibly <br /> served. Sewage disposal service shall be provided under contract, the terms <br /> of which will include, but are not limited to, the rates, regulations, and <br /> conditions as hereinafter provided. <br /> SECTION 2. Contracts for sewage disposal service to the City of Everett's <br /> system shall be limited to the county or any municipality or public body under <br /> whose jurisdiction local sewerage facilities may be constructed and operated. <br /> SECTION 3. Prior to entering any contract, the Mayor shall review the <br /> quality and quantity of the sewage to be accepted and shall assure that the <br /> City has the excess capacity to enable it to dispose of the sewage contracted <br /> to be accepted. <br /> SECTION 4. Monthly service charge for disposal of sewage to the Everett <br /> system shall be as provided for in Everett City Code (ECC) 14. 12.020, <br /> Ordinance No. 4316, plus a surcharge of fifty (50) percent. Charges for <br /> service under these contracts to outside municipalities shall be subject <br /> to increase in the same amount as charges in the future may be increased <br /> for similar classes of users within the corporate limits. <br />
