NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That theCouncil of the City of Everett finds and declares that the improvement hereinafter described and lawfully petitioned is in the public interest and directs its construction as provided herein. Section 2: That improvement be made of Hardeson Road by construc- tion of a gravity sewer line and a pressure line from the city manhole at Hardeson Road at its intersection with SR 526 under- crossing to a point approximately 3500 ft. north on Hardeson Road to a lift station to be constructed thereunder; that a lift station be constructed approximately 4,000 ft. north of Casino Road on the west side of Hardeson Road on property to be acquired as a part of this improvement; that a gravity line be constructed along unnamed street (about 78th St.) from its intersection with Hardeson Road to a point approximately 3,100 ft. west of Hardeson Road; and that all such improvements include all appurtenances as may be necessary in connection therewith to make a complete improvement, all in accordance with plans and specifications to be prepared by the City Engineer, which plans and specifications are hereby adopted and approved . Section 3: That the cost and expenses of the improvement, in- cluding but not limited to, all necessary and incidental expenses or fees or property acquisition costs, shall be borne by and assessed against the property included in the assessment district herein created . The costs and the expenses of the improvement to be assessed against the property, including the assessment district herein created, shall be assessed in accordance with the special benefits derived from the improvement without regard to the zone and termini method of spreading assessments . The City shall not be liable in any manner for any of the remaining expenses and costs of the improvement except as provided in Chapter 144, Session Laws of 1923 or acts amendatory thereto, and the ordinances of the City of Everett. Section 4: That there is hereby established Local Improvement District No. 687 which district shall include the following property located in Everett, Snohomish County, Washington, to-wit: Beginning at the Northwest corner of Sec. 12, T 28, R 4 E; thence east to the northeast corner of NW4 NW4 of said Section 12, thence south to the northeast corner of the SWk NW4 of said Section 12; thence east to the northeast corner of the SE4 NW4 of said Sec. 12; thence south along the center line of said Sec. 12 to a point of intersection with the north r/w line of SR 526; thence West along said north r/w line to apoint of intersection with the west boundary line of Lot 21, Beverly Berry Tracts, Div. No. 2 of Sec. 11, T 28, R 4E;
