July 10, 2019 <br /> AGREEMENT— EASEMENT FOR SHORING WALL TIEBACKS <br /> To authorize the Mayor to sign the Easement Agreement with Evergreen Way <br /> Holding LLC for shoring wall tiebacks within Glacier Lane right of way. <br /> AGREEMENT AMENDED — WORKFORCE TELESTAFF SCHEDULING <br /> SOFTWARE FOR FIRE DEPARTMENT <br /> To authorize the Mayor to sign Amendment No. 4 to the Sales, Software <br /> Licensing and Services Agreement with Kronos at an additional cost of <br /> $98,041.39. <br /> PUBLIC HEARING — ORDINANCE NO. 3686-19 ESTABLISHING A MORATORIUM <br /> ON SUPPORTIVE HOUSING IN SINGLE-FAMILY RESIDENTIAL ZONES: <br /> Council Member Moore recused himself from any discussion on this item based <br /> upon his employment with Everett Public Schools. <br /> Council Member Moore left the council chambers at 6:37 p.m. <br /> Allan Giffen, Planning, provided an overview of Ordinance No. 3686-19,which was <br /> adopted as an emergency ordinance on June 12, 2019, as well as regulation prior <br /> to the adoption of the 2016 ordinance. He stated the purpose of the public hearing <br /> was to take public testimony, discuss alternatives to current regulations, identify <br /> issues for further review by the Planning Commission, and to provide instruction <br /> and/or direction for the Planning Commission and City staff. Mr. Giffen also <br /> reviewed potential considerations and options before Council. <br /> Council Member Roberts requested staff provide additional information about <br /> other housing models. <br /> President Bader opened the public hearing, explained the purpose, and invited <br /> public testimony. <br /> 204 <br />
