• <br /> • <br /> • <br /> • <br /> • <br /> ORDINANCE NO. . _6 4 <br /> AN ORDINANCE CREATING A PLANNING COMMISSION FOR THE CITY OF <br /> EVERETT AND ESTABLISHING THE DUTIES AND RESPONSIBILITIES <br /> OF SUCH PLANNING COMMISSION. AND REPEALING ORDINANCE NO. <br /> 2781, EVERETT CITY CODE 15. 08. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Planning Commission - Created. A Planning Commission is here- <br /> by created and established which shall be an advisory board with the duty of <br /> making recommendations to the Council, Mayor and other City departments <br /> on the City's broad planning goals and policies and on such plans for the <br /> development of the City as its present and future needs may require. When <br /> so directed by the Mayor or Council, the Planning Commission shall make <br /> recommendations on matters relating to the City's physical development and <br /> re-development. Included in the advisory duties of the Planning Commission <br /> shall be the duty to make, adopt, amend, extend or add to a comprehensive <br /> plan for the physical development of the City of Everett, as provided for in <br /> this ordinance. <br /> Section 2: Planning Commission - Membership. The Commission shall con- <br /> sist of seven members appointed by the Mayor with the approval of the <br /> Council. For the purpose of liason with the Council, the Council may ap- <br /> point one Councilman by a majority vote who shall be an ex-officio non- <br /> voting delegate to the Planning Commission and shall be entitled to attend <br /> all meetings and work sessions of the Commission. <br /> Section 3: Planning Commission - Term of Office. The initial appointment <br /> of the members, by the Mayor, shall be fort following terms; one mem- <br /> ber for a one-year term; one member for a two-year term; one for a three- <br /> year term; one for a four-year term; one for a five-year term; and two <br /> members for a six-year term. Thereafter the term of office for each com- <br /> missioner shall be for a six-year term. Terms of the appointed commissioners <br /> shall terminate on the last day of the respective calendar year even though <br /> this shortens or extends slightly the initial appointed term. <br /> Section 4: Planning Commission » Selection, Vacancies, Removal. The mem- <br /> bers of the Commission shall be selected without regard-to political affilia- <br /> tions and shall serve without compensation except as hereinafter provided <br /> in this ordinance. Vacancies occurring otherwise than through the expir- <br /> ation of a term shall be filled by appointment by the Mayor, with the approval <br /> of the Council, for the unexpired portion of the term. Members may be re- <br /> moved by the Mayor, with the approval of the Council, for inefficiency, <br /> neglect of duty, or malfeasance in office. Notification of such dismissal <br /> shall be in writing stating the exact cause for dismissal; however, all dis- <br /> missals shall be final on approval of the Council. <br /> Section 5: Expenses. The Planning Commission as a body or individual <br /> members thereof may be reimbursed actual and reasonable expenses in the <br /> performance of their duties on behalf of the Commission from funds included <br /> in the general budget of the Planning Department. Such expenses may in- <br /> clude but are not limited to such items as: travel and subsistence, regis- <br /> tration fees and other costs incidental to meetings and conferences, pro- <br /> fessional and consulting services, educational fees, dues and assessments <br />
