<br /> Section 8: Public Improvements - Subject to Recommendation and Report of
<br /> Planning Commission. The Mayor or Council may request a report and
<br /> recommendation by the Planning Commission concerning any street, park
<br /> public way, public building or structure to be constructed, dedicated, or
<br /> vacated. Recommendation of the Commission shall be advisory only.
<br /> Section 9: Plats - To be Approved by Planning Commission. The Planning
<br /> Commission shall review all proposed land plats and subdivisions covered
<br /> under R. C. W. 58. 16 and shall require any modification necessary to assure
<br /> conformance to the general purposes of the Comprehensive Plan and to
<br /> standards and specifications established by State law or local controls. Upon
<br /> receipt of proof that all requirements have been completed or bonded for,
<br /> the Commission shall recommend that such plat be approved by the City
<br /> Council.
<br /> Section 10: Annexations. The Mayor or Council may at any time request
<br /> that the Planning Commission hold public hearings on and adopt a land use
<br /> plan for any area which might reasonably be expected to be annexed to the
<br /> City of Everett at some future time, as provided in R.C. W. 35. 13. 177. The
<br /> Planning Commission shall also, at the time of presenting the land use plan
<br /> for the area to the Council, make a recommendation whether or not, in
<br /> their judgment, such annexation would be in the best interest of the City
<br /> and the persons in the area to be annexed. The land use plan shall be for-
<br /> warded to the Council and the Council shall hold two or more public hearings,
<br /> at least thirty days apart, upon the proposed plan. If the Council approves
<br /> the plan, it may pass such ordinance or ordinances as are required to im-
<br /> plement such plan. Such ordinance or ordinances shall be effective upon
<br /> annexation of the area. A copy of the ordinance and any map or plat re-
<br /> ferred to or adopted therein, duly certified as a true copy by the City Clerk,
<br /> shall be filed with the County Auditor.
<br /> Section 11: Comprehensive Plan - Preparation. The Planning Commission
<br /> shall prepare a Comprehensive Plan for guiding the orderly and coordinated
<br /> physical development of the City. Such plan may consist of maps, reports,
<br /> descriptive text covering objectives, principles and standards, and such
<br /> other material as may be required to present clearly the plan and the progra s
<br /> that may be a part of it.
<br /> A Comprehensive Plan shall include the following elements:
<br /> 1. A Land Use Plan which designates the proposed general distribution and
<br /> general location and extent of uses of land such as; agricultural, housing,
<br /> commerce, industry, recreational, educational, public buildings and
<br /> land, and other categories of public and private land, and delineates
<br /> neighborhood and/or community units and includes standards of population
<br /> density.
<br /> 2. An arterial Plan which defines the general location, alignment and extent
<br /> of proposed and existing highways, parkways, major and secondary arterials
<br /> all correlated with the land use element of the Comprehensive Plan.
<br /> 3. A Park and Recreational Plan defining a system of parks and public sites
<br /> for recreation, natural reservations, parkways, beaches, playgrounds, etc.
<br /> A Comprehensive Plan may also include the following elements:
<br /> 1. A Public Utilities Plan defining systems for water, power, sewage,
<br /> drainage, refuse disposal, and other utilities, including easements, right-
<br /> of-ways, and location of facilities required by the system.
<br /> 2. A Public Building Plan defining the general location, design and arrange
<br /> ments of civic and community centers, public schools, libraries, police
<br /> and fire stations, public works buildings, and other public buildings.
