July 24, 2019 <br /> COUNCIL BREIFING AGENDA: <br /> Housing Strategy and Consolidated Plan Planning Process Update. <br /> Presented by Julie Frauenholtz and Rebecca McCrary, <br /> Community, Planning & Economic Development <br /> Julie Frauenholtz provided a brief update on the status of the Cascade View <br /> Presbyterian Church safe parking program. <br /> Council Member Stonecipher requested the partners in the safe parking program <br /> provide a briefing to Council. <br /> Rebecca McCrary presented a housing strategy update relating to housing in <br /> Everett. In response to strategies that Council could consider as next steps, <br /> suggestions included: (1) bring forward an ordinance or resolution to allow the <br /> City to access the tax provisions outlined in HB 1406, (2) retain a professional <br /> economist to perform an analysis on factors that exist in Everett and the Puget <br /> Sound region, and (3) look at different build types and alternative methods of <br /> construction. <br /> COUNCIL BILL 1907-34 <br /> FIRST READING: <br /> AN ORDINANCE relating to Mobile Food Unit Licensing, repealing Chapter <br /> 21 of Ordinance No. 295-74, as amended (Chapter 5.84 EMC) and <br /> amending Chapter 9 of Ordinance No. 295-74, as amended (Chapter 5.36 <br /> EMC) <br /> Presented by Dan Eernissee, Economic Development <br /> Council Members Murphy and Moore expressed concern about the elimination of <br /> the protection zone around Angel of the Winds Arena and what options may be <br /> available. <br /> Katie Rathbun, Legal, stated she could look more closely at possible options. <br /> 222 <br />
