The last time that rates were adjusted by Council was March 1,2006. The proposed resolution delegates administratively public parking rate setting. The EVERPARK Garage operates as an enterprise(Fund 430). This requires that its operating revenue be sufficient to pay operating,maintenance and capital expenses. Additionally,the EVERPARK Garage operates in an environment where there are off-street parking alternatives available to customers(garages and surface lots) as well as time-limited on street parking. In order to continuously optimize use of the EVERPARK Garage,thereby achieving its mission of supporting the downtown core area of METRO Everett,it is critical that public parking rates for the various categories of parking demand be adjusted as needed, in an efficient and expeditious manner,to reflect market demand and parking demand changes over time. This will result in public parking rates that are set from a business strategy perspective to optimise parking garage use while also generating sufficient revenue to continue to pay current expenses and capital repair,renovation and improvement expenses. RECOMMENDATION: Adopt Resolution concerning the delegation of the establishment and modification of public parking rates at the municipal EVERPARK Garage,repealing Resolution No 4562 as amended.
