EXHIBIT A <br /> Project Description <br /> I. PROJECT DESCRIPTION <br /> A. The Owner owns the real property located at 3315 Broadway Avenue, Everett, WA 98201 <br /> and further identified in Attachment 1 to this Exhibit A (the "Property"). Affordable <br /> Housing Trust Fund ("AHTF") funds provided by the City to the Owner will be applied by <br /> the Owner to pay a part of the costs of development and construction of a sixty-five (65) <br /> unit new apartment building. <br /> II. PROJECT CONFIGURATION <br /> A. On the Property identified in Attachment 1 to this Exhibit A, the Owner will construct a <br /> four story mixed use, transit-oriented development providing both living spaces for low- <br /> income and formerly homeless individuals and families located in the three floors of the <br /> build. The <br /> B. The project consists of sixty-five (65) apartments on the three upper floors of the building; <br /> twenty-eight (28) studios, twenty-seven (27) one-bedroom units, and ten (10) two- <br /> bedroom units. The residential apartments will include common space for residents to get <br /> together and create community and support. On-site laundry facilities, and outdoor space <br /> will also be available for residents. <br /> III. RESIDENT POPULATION <br /> From the date the Project certificate of occupancy is issued and thereafter for the remaining <br /> term of the Agreement, two (2) units (the "City AHTF-Assisted Units") shall be occupied by <br /> very low-income tenants earning at or below 50% of median income and dedicated to The <br /> determination of Very Low-Income shall be made by application of the income limits set and <br /> revised periodically by the U.S. Department of Housing and Urban Development ("HUD") <br /> based upon median incomes in the Seattle/Bellevue/Everett PMSA and adjusted for <br /> household size. If at any time HUD no longer estimates median income, the income standard <br /> shall be based on a program selected by the City. The Owner shall verify Tenants' income <br /> only in accordance with methods prescribed by or agreed to by the City. <br /> IV. RESIDENT SERVICES <br /> Since the Project will provide permanent affordable housing for the Tenants, the Owner will <br /> coordinate access to and delivery of off-site social and medical services for the Tenants who <br /> desire assistance. The Owner will maintain a list of community-based services (e.g., mental <br /> health assessment services, drug and alcohol treatment, medical/dental care, outpatient <br /> treatment, case management) for Tenants and provide information and referral services to <br /> Tenants.
