Port of Everett <br />TO: Sabrina Fandler, P.E. <br />City of Everett Permit Services <br />FROM: Elise Gronewald, P.E. <br />Port of Everett <br />DATE: February 20, 2018 <br />CITY OF FVc9ETT <br />REVIEWED FOR PERMIT <br />PWrm- o3B <br />SUBJECT: Permit PW1702-038 Extension, Calculation, and Traffic Supplemental <br />As part of the General Transfer Agreement between the Port of Everett (Port) and the City of <br />Everett (City), the Port is constructing a railroad protective fence along the BNSF bridge <br />connecting East Marine View Drive to the Riverside Business Park. In February of 2017 the Port <br />submitted a public works permit for the fence to the City. This permit was approved and issued in <br />July 2017. Included in this packet are three things; a request for permit extension, the structural <br />calculations for the saddle brackets (a value engineering suggestion by our contractor), and the <br />Contractor's traffic control plan. <br />The Port was unable to complete the project in 2017 due to ongoing negotiations with BNSF. In <br />February 2018, the Port Commission authorized the restatement of the Construction Access <br />Agreement between the Port and BNSF. The Port respectively requests an extension of permit <br />PW1702-038 to move forward with the work. This permit originally expired on January 6th, 2018. <br />The construction is planned for the second quarter of 2018. <br />During permit review the contractor came up with the idea to use saddle brackets to attach the <br />fence to the existing barrier wall in lieu of the permitted design. This required new structural <br />calculations to be done by the contractor. These have been completed and are attached in <br />Exhibit 1 for the City's review and approval. The original Permit was issued with the caveat that <br />the Port would submit the structural calculations for the saddle bracket attachments once <br />completed. <br />The roadway itself is not yet a City Right -Of -Way but shall be transferred to the City after <br />completion of the fence and payment to the City.
