Port of Everett DATE: February 20, 2018 CITY OF FVc9ETT REVIEWED FOR PERMIT PWrm- o3B SUBJECT: Permit PW1702-038 Extension, Calculation, and Traffic Supplemental As part of the General Transfer Agreement between the Port of Everett (Port) and the City of Everett (City), the Port is constructing a railroad protective fence along the BNSF bridge connecting East Marine View Drive to the Riverside Business Park. In February of 2017 the Port submitted a public works permit for the fence to the City. This permit was approved and issued in July 2017. Included in this packet are three things; a request for permit extension, the structural calculations for the saddle brackets (a value engineering suggestion by our contractor), and the Contractor's traffic control plan. The Port was unable to complete the project in 2017 due to ongoing negotiations with BNSF. In February 2018, the Port Commission authorized the restatement of the Construction Access Agreement between the Port and BNSF. The Port respectively requests an extension of permit PW1702-038 to move forward with the work. This permit originally expired on January 6th, 2018. The construction is planned for the second quarter of 2018. During permit review the contractor came up with the idea to use saddle brackets to attach the fence to the existing barrier wall in lieu of the permitted design. This required new structural calculations to be done by the contractor. These have been completed and are attached in Exhibit 1 for the City's review and approval. The original Permit was issued with the caveat that the Port would submit the structural calculations for the saddle bracket attachments once completed. The roadway itself is not yet a City Right -Of -Way but shall be transferred to the City after completion of the fence and payment to the City. Attached in Exhibit 2 is the Contractor's traffic control plan for the City to review, if desired.
