EVERETT <br /> RESOLUTION NO. <br /> 7410 WASHINGTON <br /> A RESOLUTION providing for the delegation of the establishment and modification of public <br /> parking rates at the municipal EVERPARK parking garage, repealing Resolution No. 4562 as <br /> amended. <br /> WHEREAS, <br /> 1. Resolution No. 5738 was passed and approved by the City Council on March 1, 2006. <br /> 2. Resolution No. 5738 established revised public parking rates for the municipal <br /> EVERPARK parking garage. <br /> 3. Public parking rates at the municipal EVERPARK parking garage have not been revised <br /> since March 1, 2006, a time period in excess of thirteen (13) years. <br /> 4. The municipal EVERPARK garage is an Enterprise Fund (Fund 430) currently under the <br /> management oversight of the Facilities and Property Management Department. <br /> 5. Through City Council adoption of the annual budget, the municipal EVERPARK garage's <br /> annual revenues are required to cover its on-going operating and renovation, repair and <br /> capital improvement expenses. <br /> 6. The primary source of municipal EVERPARK garage revenue is derived from parking fees. <br /> 7. In order to optimize parking garage utilization and support downtown business activity, <br /> it is a best practice to use performance based pricing strategies for publicly owned <br /> parking garages to achieve optimum parking garage utilization for various types of <br /> parking needs typically demanded by customers. <br /> 8. Examples of parking needs generally include hourly or time of day parking, non-peak <br /> parking, monthly parking, special events, and business activity validation. <br /> 9. The ability to set public parking rates to achieve optimum parking garage utilization <br /> requires that management have the flexibility to adjust public parking rates on a regular <br /> basis, as needed. <br />
