Section 27: It is the purpose of this ordinance to fix the number of and <br /> description of the permanent assistants, deputies and employees in the various <br /> offices of the City of Everett, and establish part time employment and day <br /> labor, and nothing herein contained shall be construed so as to prevent the <br /> various officers and various heads of the departments of the City of Everett <br /> from employing, with the consent of the Mayor, such additional employees as <br /> from time to time may be necessary in the proper discharge of the duties <br /> of such officers, or from discontinuing such temporary or part time employees <br /> when the necessity therefor has ceased to exist. <br /> (1.16.290) <br /> Section 28: The appointment of all employees in all adepartments, where <br /> required by the City Charter, shall bte subject to Civil Service regulations <br /> of the City of Everett, providing inrevent vacancies occur and there is no <br /> eligibility list from which said vacancy may be filled, tempora y appoint- <br /> / <br /> ment may be made of persons without Civil Service standing. <br /> All persons paid on an hourly basis as hereinafter or herein set forth shall . <br /> be considered and be day laborers as defined by the City Charter governing <br /> Civil Service. (1.16.300) <br /> Section 29: The Mayor of the City of Everett shall provide as part of the <br /> compensation to be paid all city employees of the Cityof Everett, except <br /> policemen, firemen and temporary employees, a portion of a prepaid medical <br /> plan, payment by the city not to exceed $8.00 per month per employee. <br /> (1.16.310) ISection 30: The Mayor of the City of Everett hereby finds that greater per- <br /> formance and efficiency can be secured from the city employees who have ade- <br /> quate medical care furnished on a uniform basis and that it is for the best <br /> interest of the City of Everett to provide a medical care plan as a part , <br /> of the consideratinn of employment. (1.16.320) <br /> Section 31: There is hereby established a pay range code for non-uniformed <br /> employees of the City of Everett and all references to said code in this <br /> ordinance shall be by number preceded by the letter "R". This code shall <br /> not apply to all persons who are not allocated a code range number. <br /> The pay range code as hereinafter set forth, establishes the salary range <br /> based on years of service of each employee, except as hereinafter modified <br /> and limited.
