Such warrants shall be redeemed out of s.iecial assessments and proceeds of sale of the bonds of this Local Improvement District as hereinafter provided . ' Section 2 . Ordinance No . 4322 of the City passed October 8 , 1968, is hereby further amended by adding the following section thereto : "Section 7-a. That there be and is hereby created another special fund of the City to be Known as the ' Local Improvement District No . 683 Construction Fund. ' All of the moneys received from the sale of the interim warrants here- inbefore authorized shall be deposited to the credit of such Construction Fund, and such moneys shall be used for the pay- ment of the cos c of constructing and installing the improvements authorized in said Ordinance No . 4322 and for paying all expenses incidental thereto and to said Local Improvement District No . 683 . " • Section 3 . Because it is necessary to pay certain bills which the City has already incurred or will soon incur for carrying out the plan of improvements authorized by Ordinance No . 4322 for Local Im- provement District No . 683 of the City , an emergency is hereby declared to exist , and it is hereby found necessary for the public health , welfare and safety that this ordinance shail become effective upon its passage at second reading, approval and publication as req'.ired by law .
