No. 1; to a point midway between Evergreen Way and 1st Avenue measured at right angles to 3 the property lines thereof; th Southwesterly and following said line midway between Evergreen 4 Way and 1st Avenue to the N.P.L. of 100th Street; th west on the north line of 100th Street 5 and said line produced to a point of intersection with the centerline of Evergreen Way; th north 6 along the centerline of Evergreen Way for 21 feet M/L to the T.P.O.B. 7 8 Section 4: That a special fund is hereby created to be known as "Local Improvement Fund No. 685, " which shall consist 9 in the aggregate of several amounts levied, assessed and collected on the several lots, tracts and parcels of land in said Local 10 Improvement District and the proceeds of the sale of bonds in said district for the purpose of defraying the costs and expense of 11 such improvement and the contribution by the City of Everett. Out of said funds shall be paid the bonds, the interest thereon 12 and the entire costs of such improvement. 13 Section 5: The costs and expenses of such improve- ment shall be defrayed by special assessment payable in ten (10) 14 equal annual installments with interest thereon at the rate of five per cent (5%) per annum, under the mode of payment by bonds 15 as provided by law and the ordinances of the City of Everett.
