40 ORDINANCE NO. G- AN ORDINANCE submitting to the qualified electors of the City of Everett a proposition in the form of an ordinance directing the City Council of the City of Everett to re- quest the Game Department of the State of Washington and the Federal Power Commission of the United States to close Spada Reservoir to fishing, fixing date of election as NE_ - -, 1. WHEREAS, the Health Department of the State of Washington has advised the Commissioners of the City of Everett that fishing in Spada Reservoir is a potential hazard to public health; and WHEREAS, the City of Everett has no control over the waters of Spada Reservoir; and WHEREAS, the Game Department of the State of Washington and the Federal Power Commission of the United States have exclusive jurisdiction over the waters located in Spada Reservoir and fishing thereon; and WHEREAS, the City of Everett believes that it is for the best interest of the City that Spada Reservoir be closed to fishing; and WHEREAS, the City Commissioners of the City of Everett desire to sub- mit the question of the closure of Spada Reservoir to fishing to the qualified electors of the City of Everett.
