August 14, 2019 <br /> Roll was called with all council members voting yes, except Council Member <br /> Murphy who was excused. <br /> Motion carried. <br /> COUNCIL BRIEFING AGENDA: <br /> LIME Scooter Pilot Program Update. <br /> Presented by Nick Harper, Administration; Julio Cortes, <br /> Communications and Marketing; Jonathan Hopkins, <br /> Northwest at Lime <br /> Deputy Mayor Nick Harper introduced Jonathan Hopkins of Lime who presented <br /> information on the Everett pilot program, including scooter usage, economic <br /> benefits, safety best practices, and economic development and partnership. <br /> Julio Cortes provided staff feedback on the pilot program and staff <br /> recommendations. <br /> Considerable discussion took place regarding personal accountability, public <br /> safety concerns such as sidewalk riding, the need for continued public education, <br /> utilization in winter months, enforcement mechanisms, the status of the helmet <br /> law, and updates to the Everett Municipal code. <br /> Bruce Scott, Everett, spoke in opposition of the program due to safety concerns. <br /> Dana Oliver, DEA, spoke about personal responsibility and expressed support for <br /> continuing the program. <br /> Kevin Pham, Everett expressed support for continuation of the program. <br /> Brian Parkinson, Everett, spoke about the need for an infrastructure component <br /> to support the scooter program. <br /> David Kiggins, Everett, spoke about homelessness in Everett. <br /> 244 <br />
