ORDINANCE NO. 44 )%6 7 <br /> AN ORDINANCE to provide for the appointment of Civilian Crossing Guards for <br /> duty at school crossings, establishing their compensation, rights, duties, and <br /> authority and providing a penalty for the violation of the terms thereof, and <br /> declaring an emergency to exist. <br /> IT IS HEREBY ORDAINED BY THE CITY OF EVERETT: <br /> SECTION 1. The Commissioner of Safety is hereby authorized and directed to appoint <br /> special officers, to be known as Civilian Crossing Guards, in such numbers as he <br /> may deem necessary, to perform police duties under the direction of and in compliance <br /> with such rules and regulations as the Commissioner of Safety shall promulgate. <br /> SECTION 2. Such Civilian Crossing Guards shall wear such badges, dress and insignia <br /> as the Commissioner of Safety shall direct, and shall be equipped in the manner which <br /> he deems necessary for the proper discharge of their duties. <br /> SECTION 3. The Commissioner of Safety shall promulgate rules relating to the <br /> qualifications, appointment, and removal of such Civilian Crossing Guards. Such <br /> persons shall serve with such compensation as may be provided for by the City <br /> Council of the City of Everett. <br /> SECTION 4. Civilian Crossing Guards shall be paid at the rate of not to exceed <br /> $2.00 per hour, not to exceed a total amount of $2,600, and shall be charged against <br /> the budget of the Police Department, Item 14A24. <br /> SECTION 5. Civilian Crossing Guards shall be entitled to all rights and benefits <br /> provided under the provisions of the Workmen's Compensation Law of the State of <br /> Washington. <br /> SECTION 6. It shall be unlawful for any Civilian Crossing Guard to exercise his <br /> authority as such guard, or to wear the uniform or insignia, or to display his <br /> badge in an attempt to exercise his authority, except during the performance of <br /> actual authorized police duty. <br /> SECTION 7. It shall be unlawful for any person not duly appointed and sworn in <br /> as Civilian Crossing Guard to impersonate such officer, or to wear, carry, or <br /> display the badge, designated dress, or insignia, of such Civilian Crossing Guards. <br /> SECTION 8. Any person or persons violating any of the provisions of this ordinance <br /> shall, upon conviction, be subject to a fine of not to exceed Three Hundred ($300.00) <br /> Dollars, or imprisonment in the City Jail for a period of not to exceed ninety (90) <br /> days, or both such fine and imprisonment in the Discretion of the court. <br /> SECTION 9. This ordinance is hereby declared necessary for the preservation of the <br /> peace, health, and safety of the people of the City of Everett, and is hereby given <br /> immediate effect. <br /> SECTION 10.
