ORDINANCE' NO. /o ' AN ORDINANCE relating to the municipal water supply system of the City of Everett, providing rules and regulations for the operation and control of said system, regulating the supply and use of water therefrom, providing for the sale of same, fixing the charges therefor, providing a method of collecting charges therefor, providing a method of joining collection of other utilities charges of the City, setting forth terms and conditions for the use thereof, providing for delinquent charges and claiming a lien therefor, providing for certain special charges and penalties for violations and repealing all other ordinances or parts of ordinances in conflict herewith, declar- ing an emergency and establishing the effective date of this Ordinance to be May 6, 1965. THE CITY OF EVERETT DOES ORDAIN: Section 1: Water Department Formed. The City Council hereby acknowledges, ratifies and confirms the prior establishment and existence of a sub-division within the Department of Public Works which is known as the Water Department: That said sub-division shall continue within said Department and under said name. Section 2: Purpose. It shall be the purpose of the Water Department to provide for the construction, operation and maintenance of all necessary and desirable collection, diversion, impoundment, transmission, treatment, storage and distribution facilities to produce and convey a potable water supply to all inhabitants of the City of Everett and such surrounding areas as the City Council may determine, for domestic, commercial, industrial, and manufacturing purposes. Section 3: Definitions. The following words and terms occurring repeatedly throughout this Ordinance shall be held and construed to have the meanings set forth in this Section. a. Water Department: Shall mean that duly created and organized administrative and operational sub-division within the Department of Public Works of the City of Everett.
