ORDINANCE NO. 3931. <br /> AN ORDINANCE amending Ordinance No. 3 , entitled: <br /> "AN ORDINANCE defining, regulating, and licensing <br /> solicitors , and canvassers and providing penalties for <br /> the violation thereof and declaring an emergency to <br /> exist ." <br /> by amending Section 4 thereof . <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN : <br /> Section 1 : That Section 4 of Ordinance No. 5216 be <br /> and it is hereby amended to read as follows: <br /> Section 4: Investigation and Issuance. (a) Upon <br /> receipt of such application , the original shall be refer- <br /> red to the Chief of Police, who shall cause such investi - <br /> gation of the applicant ' s business and moral character <br /> to be made as he deems necessary for the protection <br /> of the public good. <br /> (b) If as a result of such investigation, the applicant ' s <br /> character or business responsibility is found to be unsat- <br /> isfactory, the Chief of Police shall endorse on such <br /> application his disapproval and his reasons for the same, <br /> and return the said application to the City Clerk, who <br /> shall notify the applicant that his application is <br /> disapproved and that no license will be issued. <br /> (c) If, as a result of such investigation, the character <br /> and business responsibility of the applicant are found <br /> to be satisfactory, the Chief of Police shall endorse on <br /> the application his approval and return said application <br /> to the City Clerk, who shall , upon payment of the pres- <br /> cribed license fee, deliver to the applicant a license, <br /> which license shall be valid for a period of thirty (30) <br /> days from the date of issuance and shall automatically <br /> expire at the expiration of said thirty-day period, unless <br /> prior thereto applicant presents himself/herself personally <br /> to the office of the City Clei-k and has said license <br /> validated for an additional thirty-day period; provided, <br /> further, all licenses issued or granted hereunder shall <br /> be for a calendar year, subject to the requirement to <br /> validate said license every thirty (30) days, as herein <br /> provided, and an annual license fee shall be required <br /> at the commencement of each calendar year following the <br /> original issue of licenses, as hereinafter set forth. <br /> Such license shall contain the signature and seal of the <br /> issuing officers and shall show the name and address <br /> of said licensee, the class of license issued and the <br /> kind of goods to be sold thereunder, the amount of fee <br /> paid, the date of issuance and the length of time the <br /> same shall be operative, as well as the license number <br /> and other identifying description of any vehicle used <br /> in such peddling. The Clerk shall keep a permanent <br /> - 1 - <br />
