ORDINANCE NO. 3931. AN ORDINANCE amending Ordinance No. 3 , entitled: "AN ORDINANCE defining, regulating, and licensing solicitors , and canvassers and providing penalties for the violation thereof and declaring an emergency to exist ." by amending Section 4 thereof . NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN : Section 1 : That Section 4 of Ordinance No. 5216 be and it is hereby amended to read as follows: Section 4: Investigation and Issuance. (a) Upon receipt of such application , the original shall be refer- red to the Chief of Police, who shall cause such investi - gation of the applicant ' s business and moral character to be made as he deems necessary for the protection of the public good. (b) If as a result of such investigation, the applicant ' s character or business responsibility is found to be unsat- isfactory, the Chief of Police shall endorse on such application his disapproval and his reasons for the same, and return the said application to the City Clerk, who shall notify the applicant that his application is disapproved and that no license will be issued. (c) If, as a result of such investigation, the character and business responsibility of the applicant are found to be satisfactory, the Chief of Police shall endorse on the application his approval and return said application to the City Clerk, who shall , upon payment of the pres- cribed license fee, deliver to the applicant a license, which license shall be valid for a period of thirty (30) days from the date of issuance and shall automatically expire at the expiration of said thirty-day period, unless prior thereto applicant presents himself/herself personally to the office of the City Clei-k and has said license validated for an additional thirty-day period; provided, further, all licenses issued or granted hereunder shall be for a calendar year, subject to the requirement to validate said license every thirty (30) days, as herein provided, and an annual license fee shall be required at the commencement of each calendar year following the original issue of licenses, as hereinafter set forth. Such license shall contain the signature and seal of the issuing officers and shall show the name and address of said licensee, the class of license issued and the kind of goods to be sold thereunder, the amount of fee paid, the date of issuance and the length of time the same shall be operative, as well as the license number and other identifying description of any vehicle used in such peddling.
