All d <br /> Councilmen were present except Councilman LanguS,who had to Cat.a later 0,t. <br /> ferry and who joined the group at approxWtatelY 1:15 P.m. <br /> 'REVIEW OF CITY GOALS d <br /> • <br /> The Council reconfirmed the goals of the Cik.as follows: <br /> -Making Everett a more enjoyable place to live <br /> -EnCOUraging citizen participation •'1: <br /> -Providing effective,res,nsive,progressive City government <br /> -Continual evaluation of structure,staf f,employees,f orm,ef f iciency ,• <br /> -To ensure basic services <br /> -To strive to meet the social needs of the community <br /> -To encourage a diversified economic balance <br /> -To improve the quality of life <br /> -To raintain non-competitive,cooperative intergovernmental relations <br /> Council expressed concerntMt city still are not rm...it ee <br /> citizen problems as promptly and politely as it could be done. They asked <br /> again that the Administration provide and require wearing of name badges <br /> by those City employees who regularly meet the,ublic. They also asked <br /> the Administration to design and obtain quotations for a central infor- <br /> mation counter on the main floor of City Hall. The project should in- <br /> clude Improved signs for the area,consideration of carpeting or at least <br /> a bright runner from the front door to the main clerk's office and the <br /> passible display of pictures or art objects in the lobby. This last Item <br /> would require Instituting a security program to protect these items and <br /> locking the front door except during regular business hours. <br /> CITY HALL SPACE STUDY <br /> Council confirmed its decision that all City administration personnel <br /> should be in one central location at City Hall. <br /> • <br /> Council also directed the Admizustration to bring them a full report on <br /> the advisability of tearing down the Haskell Building and the Allen Buick <br /> Building in light of the expense involved to bring the two buildings up to <br /> the new safety regulations. The Administration was also directed to bring <br /> in a proposal to fit out the second floor of the Service Center,at a <br /> mum cost,for interim use of the Engineering Comuunity Development <br /> Departments <br /> a aaaa of aaaa=a!roposal is to include all pros and cons involved in such <br /> BUDGET PLANNING-1975/78 <br /> George Eastman advised that the Administration is beginning work towards a •W: <br /> five-year budget projection starting with 1975.
