256 <br /> August 27,1975 <br /> The Regular Meeting of the Everett City Council was called to order at <br /> 1,30 p.m.,August 27,1975 in the Conference Room of the Everett City Hall <br /> with President Kinch presiding and all Councilmen in attendance except <br /> fr- <br /> Councilman Langus who was excused. <br /> SHORELINEMASHER UINNONIU. S <br /> Reid Shockey of the Planning Department reported to the Council this was <br /> the last in the development of the Shoreline Master Program. The first <br /> process accepted by the Council in 1971 was the Shoreline Permit Process. <br /> The second portion of this was the Shoreline Invent°,which was accepted <br /> in 1973. The shoreline Master Program was completed late in 1974 and this <br /> ' was the final step in this master program,the Use Regulations. <br /> He then explained how the permit process would operate after adoption of <br /> the Use Regulations by the Council. <br /> President flinch guestIoned No.1 and No.2 of the generalregulations on <br /> Page 13 of the draft,and No.5 and No.7 on Page 14. He reguested that <br /> clearer language be inserted in these areas to definitely spell out exact- <br /> ly what was meant. <br /> Richard Sullivan,an engineer from the Port of Everett,was asked if the <br /> port was in favor of these regulations,and he said he would prefer not <br /> to answer this until the Port Manager h.reviewed them as he was out of <br /> town,and at that time they weld put their comments in writing and return <br /> it to the Council. <br /> John Hudsell of Associated Sand,y.o was also a member of the County Shore- <br /> line Management Advisory Hoard,asked the council to review very carefuill, <br /> Irt 4, the restrictions in.e program. He said this would be done at.e same time that a meeting Was being <br /> held to form a mini-benefit type transit association. He felt this benefit <br /> area would be from the South County line to Everett and Mukilteo,and to.e <br /> east on Bothell Highway. It could possibly go north of Everett and completely <br /> • s.ro.d the city. <br /> President Rinch asked if the City of Everett went into this mini-benefit sys- <br /> tem with Sno-Tran,wou.our system be out of business,and t.Mayor said <br /> Probably not because we are in existence right now,but there could be many, <br /> many problems. <br /> Councilmen Aldcroft and Michelson left the meeting at this time to attend a <br /> Public TranspotMation Conference set up by the County Commissioners to discuss <br /> establishing a public transportation benefit area within Snohomish County. <br /> • <br /> • <br /> • <br /> _. <br />
