. . 7 . <br /> 9 <br /> • <br /> January 14,1976 <br /> • <br /> • The Regular Meeting of the Everett City Council was called to order in the <br /> conference Room of the Everett City Hall at 9A.M.,Januar14, <br /> • with President Gipson presiding and all Council:15men in attendance. 1976 <br /> • COUNCIL BILL NO.420-75 <br /> • <br /> councilman Aldcroft reviewed his reasons for presenting this prOposed <br /> . ordinance to the Council for adoption. He asked Bruce Jones,Assistant <br /> City Attorney,if he felt this was not a legal document. <br /> - Mr.Jones replied he felt there were many internal problems if this <br /> ordinance were adopted,however,his real problem was with the wording <br /> j of resettlements and he would have to advise a City officer who gave <br /> • <br /> . people money back under this proposed ordinance that these were settle- <br /> ments to a controversy so it was final and binding on them,and on <br /> the City so the City would own the money and if it were given back,it <br /> would be a gift and a public entity cannot do this. <br /> Concilman Einch felt that.all legal matters and settlements should be <br /> to the Council a.the Mayor had not done this in this matter <br /> • afar he police officers settlement. He felt this was the main point 1 <br /> • and hoped that this would not happen in the future. Councilman Rucker <br /> :. thought this ordinance should not be adopted as be felt it would just be <br /> useless and cause nothing but trouble. <br /> After considerable discussion,no action was taken at this time. <br /> t On motion the meeting recessed at 9:50 A.M.to the Council Chambers. • <br /> 1 <br /> .
