Hall with President Gipson presiding and all Councilmen in attendance. <br /> ECCP1_j____EfING (Council Bill 763-77) <br /> Councilman Einch reported he had been working with the Community Col- <br /> lege and referred the Councilmen to a letter from the college in which <br /> . they stated a study in the upper parking lot had been made neganding <br /> the number of people per car. From this study,they'aet out a P.A.,' <br /> that any car with 3 ow more students could park in the lot for$1.00 <br /> for the quarter--theuegulan.fee being$3.00--and a car with more than <br /> 5 could park free of charge. They also had moved the law enforcement <br /> • <br /> . program to Paine Field. Hopefully this would alleviate part of the <br /> ; parking problem in the area. <br /> • Councilman Einch also said he had received a memo from Ne Chief of <br /> Police stating that beginning April 1,1976 there will be a 3-wheeler <br /> • 1, in the Everett Cammunity College area issuing Parking tickets to the <br /> cars parked illegally-in the area. <br /> . 2=7Optct=dalt=Tolt=ntttVe'PrObl:M7 <br /> ; • <br /> . Councilman Ebert asked if the Community College had considered a <br /> . . fence,or perhaps a shuttle bus,and representatives from the college <br /> • said there was no money available for this tYPe of sell.... <br />. . <br /> • . Dave Deveney,a resident in the area,said he thought this police 3- <br /> . <br /> . . ; wheeler issuing tickets might help. The students absolutely ignored <br /> all.of the no-pavking eigns,the red zones,and even parked in the <br /> . • alleys,and perhaps it there were-some tickets issued rather than <br /> . . <br /> • ' ' having the area completely ignored,it might-help a little. <br /> ' Moved by Councilman Einch,seconded by Councilman Ebert to confirm <br /> • the Council's position that the Police Department will strictly enforce <br /> . . <br /> • <br /> . the parking regulations in the area of the Community College beginning <br /> . APril 1st,and request the college to actively look into the possibil- <br /> . <br /> . ity of providing a regular shuttle service from the lower parking area <br /> ; to the upper campus,this to be on a 6-month trial period.
