-111. 11 <br /> 136 <br /> 1 I <br /> May 5,1976 <br /> ,I The Regular Meeting 6661666 Everett City Council was called to order <br /> at 8:30 A.M.,Nay 5,1976,in the Conference Room of the Everett <br /> City Hall with President Gipson presiding and all councilmen in <br /> attendance. <br /> UTILITY REORGANIZATION PLAN <br /> Gordon Hey,Finance 6,Budget Director,discussed the financing <br /> structure of the City's water and sewer system and ponsible im- <br /> provementn. He reviewed the current situation where the sewer <br /> revenues were not meeting the bond coverage so that sometime in <br /> 1976 a sewer rate increase would have to be initiated. He said <br /> the waMer de.service would remain stable until about 1982,but <br /> at that time the revenues will probably drop and would not cover <br /> the debt service. <br /> He suggested combining the utilities by refunding all outstanding <br /> bonds which would save conniderable payments in interest. <br /> I He requested that Councilman Michelson,the liaison for the Util- <br /> ities Department,be appointed to work with the City Attorney and <br /> himself for the purpose of discussing 811117111 Council the prob- <br /> lems facing the City a.the possible solution. They then would <br /> come back to the full Council with recommendaMions and requesting <br /> direction. <br /> The Council approved this suggestion <br /> chelson to woand authorized 7111717657Mirk the staff and come back to the Council at <br /> a later date. <br /> e I , President Gipson left the meeting at this time. <br /> ROMAN NEEDS ALLOCATION <br /> Several representatives of various agencies were at the meeting <br /> to present a request for an allocation from the Human Needs Com- <br />, <br /> 6 1I mittee. <br /> 6 II Councilman Rucker felt that because of the motion at the meeting <br /> April 21st,this workshopwas for he done the purpose 66676168151 the <br /> Councilmen to decide what was to with the halance of the <br /> revenue sharing money left in the Human Needs Committee. <br /> After considera.ble discussion,a motion was made by Councilman <br /> Aldcroft and seconded by Councilman Langus to request the Human <br /> Needs Committee to set up a meeting and interview those few agen- <br />. <br /> cies who have stated they were not notified in time to make ap- <br /> plications for <br /> on funds!that the Councilmen's request for alloca- <br /> tiof funds should be considered at this same time,but thaM no <br /> agency who had been interviewed and denied funds should he allowed <br /> to apply again. The committee would then bring their recommendo- <br /> e I tions back to the Council for a final decision. <br /> Roll wan called with all Councilmen voting yes except Councilmen <br /> Kinch and Ebert who voted no,and Councilman Gipson who was absent. <br /> I , Motion Carried <br /> On motion the meeting recessed to the Council Chambers. <br />
