He <br /> said the cost per round for the annual membership was a critical question. <br /> The attorney's opinion was that the city had to be careful to avoid hav- <br />: ing a preferential rate that could be construed as a gift of public funds. <br /> Another critical question was that theee mamberships were eligible to be <br /> used.at both courses And with increasing MeMbeiShipS being sold it wee <br /> possible that that woUld tie up starting times at tiler...es. <br /> Councilman Aldoroft questioned why the golf courses had to be on a self- <br /> sustaining basis when other services such as litoary,transit,etc.were <br /> suPPorted by city funds. <br /> • <br /> . , <br />
