58 <br /> February 15,1978 <br /> • <br /> • <br /> The regular meeting of the Everett City Council was called to order at <br /> Br30 am,February 15,197S in the Hearing Room of the County Courthouse <br /> with President Gipson presiding and all councilmen in attendance except <br /> Councilman Aldcroft who arrived at 9:00 am. <br /> RISK MANAGEmzum PROMO. <br /> Dick Thompson,Administrative Assistant,explained that the staff felt <br /> perhaps the two propositions presented to the council at the previous <br /> meeting hed:Jot been fully gone over,ao he asked Grant Weed to give a <br /> • little explanation of what risk management was going to entail. <br />• <br /> Grant Weed,a municipal intern working in the city attorney's office, <br />• <br /> explained some of the things that had to be done in order to reap some <br /> benefits in a.couple of years. He said first of all he would have to <br />• <br />• <br /> identify,measure and control all the risks in the city government. Also, <br /> he planned.on making a claims assessment for the last five years in order <br /> to find out where the most claims were coming from which department,what <br /> caused th..,.t.. xe said he wanted to organize.L1 make more efficient <br /> the claims process and analyse the insurance and decide what should come <br /> under the self-insurance fund. They were also planning on making a risk <br /> management manual to distribute to departments explaining the exposures, <br /> etc.that employees were involved with. The safety engineering program <br /> would be coordinated wiN the risk management program also. Mr.Weed <br /> Said tbe LeBow Haynes study will be used as a guideline for implementing <br /> the risk management program. He said he would keep the council posted. <br /> 4. • <br /> PROJECT UPDATE <br />• Gerry Ervine of the Planning Department reviewed approximately 142 acres <br /> lYiug west of the Eothell EighwaY,east of 1-5 and north of 112th Street <br /> to Westmont. <br /> He said several meetings had been held wiN citizens in the area and the <br /> majority of the landholders were requestirr that the area be designated <br /> for commercial development. The Planning Department feels another road <br /> grid should be established in the area running parallel with the Bothell <br /> VHighway or 19th Avenue Southeast as it is called. <br /> He said some people ace requesting better freewaY accees in that erea, <br /> although there hasn't been much hope from the state highway department on <br /> , this. He said,also,there are drainage problems in the area. The staff <br /> had been pushing multiple family dwellings adjacent to the Bothell High- <br /> way so that it would be compatible to:the single family area across 19th <br /> Avenue Southeast tnat lies in the county. However,the majority of the <br /> property in the area:x owned by developers and they feel it should be <br /> commercial. <br /> • <br /> Ralph Whitman, resident on Stockshow Woad,said the residents in the <br /> area are opposed to the commercial designation. He felt when a new <br /> larger park was being planned in the Silver Lake area just across the <br />• 1, <br /> 1± 1 road,there would be conflict between a park and commercial areas. <br /> Mr.Shockey reported more meetings would be held and then it would be <br />'• before the planning commission for their recommendation to came back <br /> to the council. <br /> DC.C'DUDE?tiler.reported brief,that the Southwest Everett study is <br /> V.: on schedule and they will be bringing more information:back to the <br /> council and ask for a workshop on this at a later date. <br /> He then briefly reviewed the Paine Field study,statirw that it was to <br /> determine the role of Paine Field in the future. Heal:rigs are being held <br /> -• by the county and they are close to making a decision. There are those <br /> against and for the proposals who will Le looking to the city for recom <br /> mendations. <br />
