481 <br /> Novevher 22,fat. <br /> The regular meeting of the Everett City Council was called to order at <br /> 8:00 am,November 22,1978 in the Hearing Room of the County Courthouse <br /> with President Gipson presiding and ail eounuihmen in attendance: <br /> GROWTH MANAGEMENT DISCUSSION <br /> Dick Thompson,Administrative Assistant,said this meeting was being held <br /> to discuss what was going to happen to the City of Everett. He said the 1 <br /> staff was asking that the Council ask questions or make comments on their <br /> thoughts regarding growth in the city. <br /> Councilman Baker said her:first question would be what tools are available <br /> to the Council to manage growth <br /> Councilman Michelson felt one of the problems was that the Council did not <br /> go twit and look at the items brought on the agenda that they would have to <br /> either approve or reject and Councilman Langus agreed,saying that sometimes <br /> the Staff reports are confusing and it would be better if the Council...Id <br /> go out and look at the projects. <br /> III=ranr:XX:IeiInZrtnal.nr'OM rottr:n2t:I4=g,12n1=1; • <br /> there prior to the annexation. <br /> • <br /> Councilman Overstreet agreed and asked how does the city coordinate the <br /> citg.s growth with the county government, <br /> Councilman Pope answered that the Puget Sound Council of Governments is <br /> working on coordiaation between the county and the city on this type of <br /> problem. <br /> President Gipson suggested that there are many areas that cannot stand <br /> additional growth without upgrading facilities and Councilman Pope agreed <br /> saying the transportation system would definitely have to be upgraded. I <br /> Councilman Michelson felt some of these improvements should be paid for 11 <br /> by an II, <br /> Councilman Langus said he really wasn't sure whether the city wanted to <br /> grow anymore and Councilman Baker asked if the city could prevent growth <br /> and should the city do this. <br /> • <br /> Councilman Michelson then asked if it was legal to require certain_regu- <br /> lations of the developer and Mr.Thompson replied yes. <br /> President Gipson asked what liabilities there would be by imposing Certain <br /> regulations. <br /> Councilman Pope felt the regulations regarding a lot fee for parks and <br /> recreation development was good,and possibly the developer should be <br /> required to pay a road fee also along this Came idea. <br /> Councilman Overstreet asked what was growth,was the Council all looking <br /> at it the same. He said it could mean growth in acreage.growth in gogula- <br /> tion,growth in different types of zoning. There were many different defi- <br /> nitions of the word growth. <br /> Reid Shoe.,Community Development Director,said he was interpreting 1 <br /> some of these comments to mean,what growth do we accept to get the growth <br /> we want, <br /> 11 <br /> Councilman Langus then questioned whether the city actually wanted to annex <br /> any more propertY. <br /> IL <br />
