85 <br /> March 14,1984 <br /> The regular meeting of the Everett City Council eras called to order at <br /> BOO a.m.,March 14,19E14,in the Council Chambers of the Everett City <br /> Hall,President Stephenson preeiding. Upon roll call it was found that <br /> mayor Moore and all Councilmen were in attendance. <br /> t 1 <br /> MUTT AVENUE VIADUCT <br /> It 1 <br /> mayor Moore reported they had investigated the contract regarding the <br /> bridges in town and the railroad iB responsible for the Viaduct Bridge, <br /> the Lombard and the Oakes Avenue bridge and the City has exeumed the <br /> bridge had been inspected and kept in repair by the railroad company. <br /> He&eked Mr.Perkins,of the Sargent 9 Associates Company,the <br /> consulting engineer hired b,the City,to update the Council on the ii.t <br /> Hewitt Avenue bridge. Mr.Perkins said on Monday they had finally , <br /> received the construction plans from the railroad company and were able <br /> to review them. He said there was a wooden deck constructed in 1902 q., <br /> when bridge was built and in 1927 it was replaced by a concrete deck. '4 I <br /> He then explained that the capacity of the bridge had been reduced <br /> from 80 to 909 in three areas where the girders were rusted through. i ifi' <br /> Some of the area was 509,and other areas were only 259. For this reason,it should be limited to , .! <br /> passenger cars only. ilk', <br /> Councilman Morrow asked if these two lanes could be opened safely . sq, <br /> immediately and Mr.Perkins replied they could with the restricted ',,"'. <br /> load limit. <br /> Councilman Pope felt this would be very hard to police with the tt,i <br /> traffic that goes across that bridge and Councilman Langus suggested <br /> the load limit could be policed during the day but at night they <br /> could block the bridge off completely so that it would save money .1. <br /> POlicing the area. 'Ci,i' <br /> ...iS <br /> Mayor Moore then asked Mr.Perkins if he felt the bridge should be . <br /> repaired or should it be completely replaced and Mr.Perkins said to <br /> renovate it would be a major effort and it still would not come up to <br /> the present code to allow fire trucks and school buses,for instance, <br /> to cross the bridge. <br /> Bruce Jones,City Attorney,then reviewed the ordinance regarding tiii. <br /> this bridge and said there was an indemnification clause covering <br /> the City for any negligence on maintenance of the bridge on the part .. <br /> of the railroad company.
