357 • <br /> September 5,l984 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8:30 a.m.,Sept.5,1984,in the Council Chambers of the-Everett <br /> city Hall, President Stephenson presiding. Upon roll call it was <br /> found that Mayor Moore and all Councilmen were in attendance. <br /> Minutes of the meeting held August 29,1984 were approved with the <br /> correction that Orin Fieran had pointed out that the Financial <br /> 7mpact statement would not be available until 60 days after the <br /> • <br /> final E.I.S.. <br /> COUNCILMEN'S COMMENTS <br /> councilmen Morrow invited the council to attend a 'Civic Center <br /> sampler'program at the Everett Public Library from 12 noon to 300 <br /> p.m.on Saturday,Sept.12. <br /> NAVY ADVISORY VOTE ELECTION <br /> president Stephenson explained at this time the council would make <br /> the decision regarding the Advisory Vote on the Navy. He said if <br /> there was no motion and second, the election would be held on <br /> November 6 as adopted by Ordinance No. 1030-84. If there is a <br /> motion, citizens will be allowed to speak on the issue. He urged <br /> the council to proceed with the November vote ae it had been•pointed <br /> out the EIS will not answer all the questions, but it mill be a • <br /> beginning as presented et the scoping meeting. He said he felt the <br /> ! public will be involved with the government when the BIS iseues are <br /> eddressed. He thanked the citizens for coming to the meetings and <br /> expressing their opinions. <br /> - Councilman Morrow felt it wee very important to have an informed <br /> voting public rather than a fest answer, particularly when both <br /> Sidee were caring people as ell these citizens were who had <br /> participated in the public hearing. <br /> •. <br /> - moved by Councilman Morrow that the City Council finds that there is <br /> • <br /> insufficient knowledge for the navy AdvieorY Eallot tO be held on <br /> • <br /> . November 6,1984 and that the Snohomieh County AUditor be instructed <br /> • to re:nave the Navy Advisory Ballot issue from the Nov. 6, 1904 <br /> ballot. Further that today be first reading of an ordinance <br /> 4 amending Ord. No. 1030-84 to establish a new date for the Navy <br /> - Homeporting Advisory Ballot. <br /> The motion died for lack of a second. <br /> • <br /> CITIZENS COMMENTS <br /> George Smith of 215 Heather coMPlimeeted the I.. 804.8ed.8/h <br /> Dept. for restoration of Eowarth park.
